是日栄一、東京銀行倶楽部ニ於テ、阪谷芳郎・沢柳政太郎・添田寿一・高柳賢三・鶴見祐輔・高木八尺等ト会合シ、太平洋問題調査会ノ組織ニ関スル件ヲ協議ス。

渋沢子爵・阪谷男爵・沢柳政太郎・添田寿一・頭本元貞・高柳賢三・鶴見祐輔・高木八尺・斎藤惣一・小畑久五郎の諸氏列席の上、同協会の将来ニ関し種々意見を交換したるが、午餐後沢柳・鶴見・斎藤・高木・小畑及小生居残り、種々協議の上、之が法人組織の大体案を得、後三時退散

  (一)新タニ組織サルベキ会ハ、同様ノ目的ヲ有スル既設諸団体、殊ニ日米関係委員会ト協調シテ事業ヲ進行スベキコト
  (二)会ノ名称ハ別ニ委員ヲ定メテ之ヲ研究スルコトヽナリ、委員会ニ於テハ「太平洋問題調査会」ノ名称ヲ採用スルコトトス
  (三)会ノ目的
   太平洋関係諸問題ニ関スル学術的且ツ実際的ノ調査研究ヲナスコト
  (四)会員ハ限定的トスル事

  The National office budgets have been made identical, irrespective of size, resources or economic standards, with the exception of the United States which has been allotted $2,500 additional because of the intensive and extensive program that the American group is planning to start.
  The Hawaii office budget provides for both local and central office and secratariat, the budgets of two secretaries and allowances for travel, publicity and publication.
  The Institute program in any country can be put into operation as soon as the group has organized and raised a sufficient budget to carry on.
  Before a group can call upon the central research fund for assistance in carrying out a project, it must receive the approval of the central Executive Council and the Research Director. In case of the failure of local council to provide its share of funds for research, the Executive Council can withold its aid or grant a proportionate share of the quota of the central research fund, as it may deem advisable.
  The estimates for research have been made upon the basis of two projects each being carried on in the United States and China, and one each in Canada, Japan, Australia and New Zealand, during the two year period, at a cost of $5,000 per year, per project, or $10,000 each for the two year period.
  With the exception of the United States and Hawaii which pay for all of their own research, each group is expected to pay onehalf of the cost of its own research projects, the other half being provided from the central research fund.
  It should be understood that the above provisions are tentative and subject to the acceptance of each participating group.

    2. Members of committees of national groups
    3. Donors to Institute budget
    4. Intersted organizations and persons.
2. The bulletin is to present digests or summaries on the following :
  1. Religion  2. Education    3. Science
  4. Commerce  5. Immigration   6. Finance
  7. Iabor    8. Fine Arts    9. Race Relations
  10. Politics 11. International 12. Social and Moral
            Relations      Problems
3. Secure cooperation of contributing editers from each country
    1. Members attending the 1925 Institute.
    2. Committee members and others interested.
4. Circulate significant papers, articles, studies upon topics of vital interest to the Pacific Peoples. (Ex. of paper Dr. J. F. Bain on "Mineral resources of China" given at dinner of Council on Foreign Relations, H. Y. Dec. 5, 1925).
5. Reprint and circnlate signifieant oditorials and signed articles from the vernacular Press of the various countries, which indicate special points of view and popula opinion upon matters of mutual interest and concern in the Pacific.
6. This news bulletin and information service can be made a privilege of membership in regional and national Institute Councils, and thus help build up an intelligent and interested constituency.
