  As you konw, I am urging the adoption of a general immigration law that will bring the immigration of Japanese, Chinese and Hindus under the same principles of control that we apply to Europeans. This does not mean that there will be opportunity for immigration. It will mean that whatever immigration is allowed or not allowed will be determined by the same principles.
  In Japan an important modification is imperative with regard to the question of dual citizenship of American-Japanese children. According to the present Japanese law, Japanese boys born and reared in America, unless their parents formally renounce for their children their Japanese citizenship and that act is confirmed by the home department, are subject to Japanese military laws. In other words, Japanese boys whom we look upon as under obligations of loyalty to the American Government because of having been born here, are also regarded by the Japanese as under obligations to the Japanese Government. Until this conflict in American and Japanese laws with regard to citizenship is settled by a change in the laws, there will be persistent efforts in America to deprive all American-born Japanese children of American citizenship. This can be done only by changing our Constitution and the effort to do this will stimulate persistent misrepresentation of Japan and cultivation of anti-Japanese support in every State of the Union. But I must not write further upon this matter at present.......

  I have written a letter to Mr. Hanihara, Vice-Minister of Foreign Affairs, dealing with a matter in which I know you are deeply interested, and I am therefore enclosing a copy.
  Under separate cover I am mailing you a volume just from the press, "The Annals", of the American Academy of Social and Political Science, containing a very comprehensive dis-

cussion from many writers on the Japanese question.
  Since writing the letter to Mr. Hanihara this volume of "The Annals" has come to hand and I find that the question of dual citizenship of American-born Japanese citizens is discussed quite vigorously by Marshall DeMotte on pages 18-22.
  I have just received a note from President Harada telling of his short visit to Japan and reporting your own good health.
I am glad to know that you have so fully recovered.
  Thank you for the beautiful volume entitled "What Japanese Stood for in the World War" which has recently come to hand. I shall read it with much interest.

Dear Dr. Gulick :
  With delight I read your two letters, dated January the 10th and 21st, and also a copy of your letter sent to Mr, Hanihara, the Vice-Minister of Foreign Affairs, concerning the double relations of the American-born Japanese. I got the drift of the article written by Marshall De Mott in the "Annals". I intend to read it through translation later. I referred the matter you suggested in the Hanihara letter to my intimate friends who are deeply interested in the Japanese-American question, but we are all in accord in believing that this "double relations" question is a very difficult one to solve, as it is a conflict between the Land-principle and the Person-Principle. However, I am investigating the question through the Japanese American Relations Committee. I shall be glad to show you the result of the study when it comes out.
  The "Message to Churches" given out by the quadrennial meeting of the Federal Council of the Churches of Christ in America held in Boston regarding the League of Nations and the California Immigration question etc. is indeed a classical document, strongly appealing to the mind of one who loves

justice and equity.
  It appears from your letter that you are contemplating to come to our country again. If so, it will be a great asset to us, because the gentleman like yourself who has had a long experience in dealing with international problems will greatly aid to form opinions and plans with reference to the friendship between the two countries. We shall, all of us, welcome you to our shores.
  I was delighted to hear that you received a copy of Roosevelt's "What the Japanese Stood for in the World War". He was indeed a pride of America -- nay, -- a pride of humanity worthy of a high admiration.
  May your incessant activity for the promotion of peace in the world be abundantly blessed !
