       PEACE SOCIETIES
  First Meeting of the Committee of the American and
      Japan Societies Convened Yesterday

  The first meeting of the committees of the Japan Peace Society and the American Peace Society of Japan, arranged with the object to study the American-Japanese guestions took place yesterday afternoon at the office of the Japan Peace Society. The Japan Peace Society was represenated by Baron Sakatani; Viscount Kaneko, Dr. J. Soyeda, Dr. T. Miyaoka, Mr. Z. Horikoshi, Mr. H. Fukuoka and nine others, who had been designated as a committee by Count Okuma, President of the Society. The American Peace Society was represented by the Rev. A. W. Stanford (of Kobe), Mr. Wickley (of Osaka), Mr. Phelps (of Kyoto), Mr. Dearing, Mr. Booth and Mr. Geary (of Yokohama) and Dr. Clay MacCauley, Prof. Clement, Mr. J. T. Swift, Mr. Gilbert Bowles, Prof. Altmann (of Tokyo), Dr. S. Gulick and others. Count Okuma, who was expected to attend, was not present owing to circumstances.
  On the motion of the American members Baron Sakatani was given the chair.

  The chairman delivered an opening address in which he stated that the present organization was a purely social one, with no political significance, having in view the study of the questions between America and Japan. Americans at home were as much worried about the question of the relations between Japanese and Americans as Japanese and Americans resident in Japan. They were all anxious about the peaceful settlement and speedy solution of the problem. The best way to attain the smooth solution of the question was through the exchange of mutual views which would go a long way in establishing a better understanding of will between the two parties.
  The conference was then opened, but the contents of the discussion were unknown as the meeting was held in camera. It was decided that the meetings of the committees would be presided over by Baron Sakatani, and in case of his absence the chair would be taken by a member of the American committee, Dr. Miyaoka and Mr. Gilbert Bowles were appointed managers. Subsequently brief addresses were made by Dr. Gulick and Viscount Kaneko.
  Dr. Gulick dwelling on the labour guestion, which forms the backbone of the American-Japanese questions, said it must be solved by appealing to the sympathetic appreciate on of the labour interests by both parties ― Americans and Japanese. If Japanese had a mind to respect the interests of Americans and in return Americans respect the interests of Japanese, the problem might be brought to a satisfactory solution. Sympathetic appreciation towards others would call forth a hearty response and this was the best-way to solve the labour question, which has complicated the American-Japanese question. Viscount Kaneko stated that the question was very complicated and must be studied from historical, economical and social viewpoints, as well as from the standpoint of treaty stipulations and legislation. It must be studied from all directions and the present scheme was an attempt best adapted to the task both theoretically and practically.
