当病院長ルドルフ・ビー・トイスラー是月十六日渡米スルニツキ、是日、築地明石町同人宅ニ於テ、当病院評議員会ヲ開キ、次イデ九日丸ノ内東京銀行倶楽部ニ、同人並ニジョン・ダブリュー・ウッド送別晩餐会開催、栄一ソレゾレ出席シ、十五日更ニトイスラーヲ当病院ニ訪フ。

　Meeting of Executive Committee, Japanese Advisory Council, St. Luke's International Hospital, held March 5th. 1928, at No. 1. Tsukiji.

　　At the request of the Chairman, Viscount Shibusawa, and the members of the Executive Committee, Dr. Teusler explained that because of his early departure for the United States, it was especially important to lay before the Committee three important problems immediately connected with the development of the Hospital work.
　　First- Adjoining the southwest corner of the new hospital building lot, there is a small triangle of land comprising about three hundreds and fourteen tsubo, owned by the Department of Home Affairs, Mr. Yasutaro Yasuda, Mr. Wakajiro Hayama and Mr. Tomomitsu Iwakura. During the past several months, conferences have been held with the Mayor of Tokyo, Mr. Ichiki, Mr. Inoshita, Chief of the Park Department, (and two of his

 assistants, Mr. Denshiro Sato and Mr. Ashizawa), Mr. Baba Mitsuzo, Chief of the Department of Land, and Mr. Hideki Kamiya, Chief of the Road Section. All of these gentlemen have been supplied with blueprints and photographs of the Hospital property, showing the adjoining roads and their assistance requested in securing the triangular piece of land for the Hospital. The previous Mayor, Mr. Nishikubo, was also interviewed during his occupancy of office, and at that time he pledged to the Hospital that the narrow road running along the southern line of the hospital lot, would not be closed. All of these gentlemen agree that the road and the triangle of land should be included in the Hospital property, and each of them promised to do their best to this end. It is really necessary for the Hospital to have this land, that the Out Patient Department may be extended up to the main road leading east and west, and this portion of the new property used for public health service, and a Tuberculosis Clinic. It would very seriously cripple the value of the Hospital to the public if this triangle of land is not included in the property, and the Committee was asked to do all in their power to secure it.
　　Second- In all the conferences with the City officials, it was urged that the three blocks donated for the new hospital development, together with the block on the north containing the primary schools, be made a Quiet Zone, for the proteciton of the patients in the Hospital and the children in the Schools.Tsukiji lends itself admirably for this purpose, because of the River on the east and the wide canals on the south and west.The sanction of the police authorities was secured over a year ago, and signs are now up in Tsukiji, forbidding useless noise and declaring this section a protected zone. Park spaces should be developed along the Basin on the south, and the wide road next to the river on the east. Diagrams were given the City officials asking that this arrangement be made. As far as possible, heavy traffic and freight transportation should not be routed through Tsukiji, but sent along the wider road across the canal, which is now being built east from the Hongwanji Temple site.
　　Third- Previous to the earthquake of 1923, arrangements were made whereby the building material and equipment for the new St. Luke's Hospital would be admitted free of customs.
This permit was granted through the personal interest of Mr. Inouye and the other gentlemen of the Committee and very highly appreciated by the Hospital authorities, as well as the friends of the institution in the United States. On the basis

 of this courteous concession, Dr. Teusler was able to secure many gifts for the new Hospital, and at that time freely promised in the United States that every dollar given would be used for hospital structure alone, and none of it diverted for customs. As the Committee knows, the foundations of the Hospital were just finished when the earthquake and fire destroyed all Tsukiji. For about two years following the earthquake, practically all of the equipment for St. Luke's Hospital was admitted free of duty without question, but during the past two years or more, some things have been charged for, and the Customs officials apparently have not the authority to pass anything except beds and equipment especially designed for charity patients in accordance with their interpretation of this term. Undoubtedly this Hospital is unique in its connections here in Japan and in the United States, as well as in the actual philanthropical work of the institution. The grounds and the buildings are practically presents from the United States to Japan as an expression of goodwill, friendship and the desire for closer and better understanding between the two nations. The whole work of the institution is founded on this practical demonstration and its history in this regard during the past twenty-five years has not been unsuccessful. It is highly important that Dr. Teusler be able to maintain his promise made several years ago that gifts from friends in the United States will be used entirely for the new building operations, and that no part of them will be applied for customs charges. The appeal to the American Advisory Council will be about three and a quarter million dollars (approximately six million six hundred thousand yen). This large sum of money will be given for the most part by well-to-do businessmen and they will, of course, ask about the customs charges and be reluctant to give if the answer is that a part of their donations would have to be applied for this purpose. Therefore, in view of the former promise, and the present situation, Dr. Teusler hoped that the Committee would be able to arrange for the elimination of these customs duties, so far as gifts from the United States are concerned, either by having the Government pass the structural materials and equipment for the Hospital free of duty, or some other method. Dr. Teusler estimated that at least three hundred thousand yen could be saved on the present Hospital unit, by having the freedom of customs charges.
　　The customs question was discussed first, and after opinions from Count Kabayama, Baron Sakatani, Mr. Sakai, and all of the gentlemen present, at the summing Up of Viscount Shibu

sawa, it was decided :
　　A- That a definite effort would be made to have the Government agree to pass the materials and equipment for St. Luke's Hospital free of duty,
　　B- Failing this, an appeal to be made to the Government for funds to pay the Customs dues arising ; and
　　C- Failing both of these, that the Executive Committee assured Dr. Teusler that the Customs charges would be taken care of here in Japan and that he could go to the United States, with a definite understanding that all money given for the new Hospital, would be used for this purpose and that on part of these funds would be diverted to customs fees.
　　The Executive Committee then promised to use their best efforts to secure the triangle of land for the Hospital, either through purchase or otherwise, the source of the funds for the purchase to be decided later, and their influence in establishing the protected zone in Tsukiji, and making the designated spaces parklike.
　　At the end of the meeting, Viscount Shibusawa stated that he would personally visit His Excellency, the Mayor, with regard to the land and park spaces in Tsukiji, and His Excellency, the Minister of Finance, with regard to the customs question, after consulting with Mr. Junnosuke Inouye, and urge upon both of these gentlemen, the importance of the points under discussion, begging their assistance and approval in having them favorably acted upon. Dr. Teusler then expressed his heartfelt thanks to the Committee for their prompt and generous solution of the problems confronting him and his great relief of mind that he can now proceed to the United States, empowered to secure funds there, free of anxiety.
　　The gentlemen present felicitated Viscount Shibusawa on his devotion to the cause of the Hospital in attending the meeting on such an inclement day, in spite of the heavy snowstorm in progress, and the extreme cold weather.

議長渋沢子爵を始め、実行委員会員の懇請によりトイスラー博士は、今回氏が急に米国へ向け出発するにつき、病院事業の拡張に直接関係ある三大問題を委員に提出する事の、特に必要なる所以を説明せり。
第一、病院新築敷地の西南隅に約三百十四坪の三角形の土地あり。此所有者は内務省、安田安太郎氏、葉山若次郎氏及岩倉具光氏なり。過去数ケ月間に於て市来市長、井下公園課長（及同課の佐藤伝四郎及蘆沢氏）、土地課長馬場光三、道路部長神谷秀樹の諸氏と数回協議せり。此等諸氏には青写真及病院地所の写真を提供して附近の道路を示し、右三角形地所の買入れに関する援助を乞ひたり。前西久保市長には其の在職中に会見したる事ありしが、当時市長は病院敷地の南側の狭隘なる道路は、病院の為に閉ぢざる旨声明せられたり。此等の人々は右道路及三角形地所は、病院の地所に合併さるべきものなる旨意見の一致を見たるが、猶ほ此目的を達する為めに全力を尽す旨、各々約束せられたり。病院が此土地を真に必要とする所以は、外来患者部が東西に連る幹線道に向つて拡張し、此部分を公衆衛生、肺患者療養所に充当せんが為なり。若し此三角形の地所を病院の土地に加へざる時は、公衆に対する病院の価値を減殺する事甚しきものあり、依つて全力を挙げて之れが獲得に努められん事を委員会に乞ひたり。
第二、市吏員との協議に於ては病院の新築及拡張に宛てられたる三区域は、小学校の在る北方の区域と共に閑静なる地帯となし、入院患者及学校児童を保護せんとの議起れり。築地は東部に川を控え、南西部に幅広き運河を控え居るが故に、此の目的には好適の地なり、警察当局の認可を得たるは一ケ年余以前の事にして、今や築地には無用の音響を禁じ、且つ此の区域は保護地帯なる旨告知せる立札あり。南部地区に添ひては公園地区を、又東部河岸に沿ふては大幅道路を拡張せざるべからず。図面を市吏員に交附して此れが手配を請ひたり、能ふ限力重量貨物の運送は築地経由を避け、本願寺敷地の東方に作られたる運河の向側にある幅広き道路を運搬せらるべき事。
第三、一九二三年の地震前、聖路加新病院の建築材料及器具は無税にて輸入し得べき手配出来居たり。此許可は井上氏その他の委員の尽力によりて交附せられ、病院の当局者及米国に於ける病院後援者の感謝せる処なり。此厚意によりトイスラー博士は新病院の為めに多くの寄附を受くる事を得たり、而して当時寄附金は全部之れを病院建設の為にのみ使用し、関税の支払に充当すべからずとの約束が自由に結ばれたり。委員会に於て承知せらる居る如く病院の基礎工事は、大震火災によりて築地の全滅せし当時已に成れり。大震災後約二ケ年間は聖路加病院の設備品は、全部無税にて異議なく輸入せられしも、約二ケ年より今日迄物によりては課税せられしものもありしが、税関吏の解釈によれば特に慈善患者の使用に充つべき、ベツド及備品以外は無税となすべき権限を有せずとの事なり。此病院が日米関係並に病院として

の慈善事業に、実際従事せる事は明らかなる事実なり。敷地及建物は親善・友誼及両国間の諒解を愈深うせんが為めに、米国より日本へ寄附せられしものなり。病院の全事業は此れが実際的発露に基くものにして、過去二十五年間に於ける此方面の歴史は、不成功と謂ふべからず。米国の後援者より受くる寄附は、全部之れを新病院経営の為めに使用し、且つその何れにも課税すべからずとの数年前の約束を遵守さるゝ事は、トイスラー博士としては重要の事なり。米国に於ける評議員会に対して要求せる金額は約三百二十五万弗（約六百六十万円）なり。此多額の金は富裕なる実業家の寄附に俟つ筈なるも、彼等は関税の事を訊くなるべく、而して若し寄附金の内より関税をも支払ふべしと聞かば、彼等は寄附する事を躊躇すべし。されば前約もあるにつき現状よりすれば、トイスラー博士としては病院への寄附に限り、建築材料及設備品に対する関税の免除、其他の方法につきて委員を煩はし当局者と交渉あらん事を乞ひたり。トイスラー博士の見込によれば、関税の免除を得る時は少くとも三十万円の節約を得べし。
関税問題を先づ協議し、樺山伯・阪谷男・阪井氏その他列席者の意見陳述ありし後、渋沢子爵は之れを統べ左の如き決定を見たり。
甲、聖路加国際病院の材料及備品の輸入関税の免除を得る様、政府の同意を得る事
乙、万一政府の同意を得ざる時は、関税支払に充つべき金額の交附を政府に乞ふ事
丙、以上二者の成立せざる時は、関税の件は日本に於て可然取計ふにつき、トイスラー博士は米国よりの寄附金は全部之れを病院の為めに充当すべき事を諒解したる上、渡米あり度き事を実行委員より博士に請合ふ事
斯くて渋沢子爵は築地の地所、並に公園地区の件に関して市長を、関税の件に関して大蔵大臣を訪問すべき事を引受けられ、トイスラー博士は委員に対し衷心より感謝せる旨を述べ、安心して渡米し寄附金を募集し得べき事を談りたり。

　　I am very grateful for the businesslike way in which you took hold of the meeting today, and reduced to practical results, adequate resources to take care of our problems. It is a great relief to me to be able to go to our friends in the United States and state that all the money they give, will go into the construction of the new Hospital, and that no part will be withdrawn to meet customs dues in this country. I know that you and Baron Sakatani, and, in fact, all of the members of the Committee, realize how much this means from a psychological standpoint in making our appeal in the United States and the decision of the Executive Committee today has made my work during the coming months at home much easier.
　　Also I want you to know how appreciative I am of your intention to visit personally the Mayor and the Minister of Finance. If your other engagements permit your doing this, I am satisfied that the Hospital could have no better advocate and that this will be of a great deal of value in behalf of our appeal with regard to the Customs and the very vital necessity of securing the triangle of land here in Tsukiji for the new Hospital building.

　　A contract involving \2,000,000 for the erection of two of the main units of the new St. Luke's Hospital and Public Health Center in Tsukiji, has been signed by officials of the hospital.The units contracted for comprise a six-story central section of the hospital and the dormitory and classrooms for the College of Nursing. The total cost of the buildings together with equipment will be approximately \5,000,000.
　　The work of clearing the land has already begun and actual building will be under way by the middle of next month, according to officials in charge of the work.…………

 beyond the expected time because of the two serious disasters which have occurred during the past five years, first the earthquake and fire of September 1, 1923, in which the whole hospital was completely wiped out, and again in January 1925 when twothirds of the barrack buildings were destroyed by fire. A month previous to the great earthquake, the foundations of the new St. Luke's had been completed on the block of land immediately adjoining the River. Contracts were let for the superstructure and Shimidzu Gumi were literally to begin this work on the day of the earthquake. These foundations were a haven of refuge for the patients of the hospital and many others fleeing from the terrors of the conflagration on the night of September 1, 1923. They are still intact and may be used later as foundations for additional buildings in the Hospital Center.
　　Dr. R. B. Teusler, director of the hospital, explaining the reconstruction, says :
　　"In recent years the appreciation and understanding of American medicine in this country has greatly advanced.
Largely thanks to the number of high-class Japanese physicians who have gone to the United States for graduate study and the reports of the physicians who visited the United States a few years ago as guests of the Rockefeller Foundation, the medical profession in Japan has markedly changed its estimates and understanding of the contribution American medical scientists and clinicians are making to modern medicine. With the increasing desire in this country for the introduction of public health measures, this interest will be still further developed.
