○上略
　最近起れる米国の不戦条約に対しては、聯盟は別紙の如き決議を総会○五月二十六日第八回通常総会に於て通過し以て国民輿論の帰趨を示しつゝある。

　　Draft Resolution on the Treaty on Outlawry of War Proposed by the League of Nations Association of Japan.
　　The Twelfth General Congress of the International Federation of the League of Nations Societies,
　　Recognizing that the present negotiations, attracting worldwide attention and looking towards the conclusion of a treaty on outlawry of war, emanate from the noble motives of firmly establishing world peace by settling all international disputes through peaceful means in order to abolish war, and
　　Considering that should the aforesaid negotiations fittingly culminate in success, it would throw considerable light on the

 future of the limitation of armaments which is one of the highest aims of the League of Nations and, at the same time, the object for eager desires of the peoples throughout the world,
　　Recommends,
　　(1)　That the interested Governments should take such steps as are necessary to ensure a speedy conclusion of a multilateral treaty on outlawry of war and to secure a general acceptance by other countries, and
　　(2)　That care be taken that such a treaty may be brought into harmony with the spirit and operation of the League of Nations.

　　Draft Resolution of the Codification of International Law Proposed by the League of Nations Association of Japan. The Twelfth General Assembly of the International Federation of the League of Nations Associations,
　　Considering that the First International Conference on the Codification of International Law must be crowned with a complete success to ensure a healthy development of this branch of the League's future activities,
　　Considering that the establishment of international codes has an important bearing upon the universality and development of international arbitration or judicial settlement, and further,
　　Considering that the work of the Committee of Experts might further be expedited and that a general and comprehensive plan of codification of international law be speedly taken into serious consideration,
　　Hereby resolves to propose,
　　(1)　That the members of this lnternational Federation shall recommend to their respective Governments that they afford an added cooperation to the work of the Preparatory Committee for the aforesaid International Conference of 1929 and that of the Committee on the progressive Codification of International Law, and
　　(2)　That each national association shall propose to the experts on international law or their appropriate organs, in its own country, that they study and present their views upon:
　　　　a)The three topics selected for the agenda of the Confrence of the Codification of International Law of 1929, and
　　　　b)The topics adopted for the consideration and investigation by the Committee of Experts and the Eighth General Assembly of the League of Nations.

　　　　米国政府提案　多辺的不戦条約案
　左掲通牒は、本年四月十三日に公表されたものである
　　　　　　通牒全文
閣下　既ニ閣下ノ承知サルヽ如ク、最近仏蘭西及ビ米国政府ノ間ニ於テハ、戦争ヲ国際的ニ禁止セントスルノ問題ニ関シ、数回ニ亘リ通牒ノ交換ガ行ハレタ、而シテ両国政府ノ見解ハ、両国政府ノ間ニ交換セラレタル往復文書ノ中ニ於テ、明瞭ニ示サレテヰルノデアル。米国政府ハ、本年二月二十七日ノ通牒中ニ於テ述ベダルガ如ク、戦争ナルモノヽ廃止サルヽニ至ラン事ヲ希望シ、仏・英・独・伊・日各国政府ト加盟国ガ、互ニ戦争ノ手段ニ訴ヘザルノ義務ヲ課スル単一多辺条約ヲ締結シ、然ル後他列国全部ガ、之ニ加盟シ得ルノ道ヲ開カントスルノ用意ヲ有スルモノデアル。
仏国政府ハ米国同様熱心ニ世界平和ヲ促進セントシ、且此目的ニ対スル実際運動ニツキ、他ノ各国ト協力セントスルモノデハアルガ、国際聯盟ロカルノ条約、及ビソノ他ノ各種中立保障条約加盟国ガ、考慮セザルベカラズト仏国政府ノ思惟シタル、アル数個ノ点ヲ指摘シタノデアル、然シナガラ米国政府ハ、是等ノ点ハ必ズシモ米国政府ノ提案ニカヽル多辺的条約ニ対シ、修正ヲ加ヘル必要ヲ生ズルモノトハ認メテヰナイ。却ツテ世界ノ各国ハ自国ノ利害、並ニ世界全国家ノ利害ヲ適当ニ考慮シテ、此種ノ単一条約ニ加盟シ得ルモノデアルトノ意見ヲ有シテヰル。加之米国政府ハ仏・英・独・伊・日及ビ米国政府ガ、厳粛ニ戦争ヲ廃棄スル条約ヲ締結シ、且国際的紛争ハ是ヲ悉ク平和的解決ニ依ルベキ誓約ヲ行フニ於テハ、非常ナル精神上ノ効果ヲ齎シ、究極ニ於テ世界ノ凡テノ他ノ政府モ、コレニ加盟スルニ至ルベキヲ信ズルモノデアル、故ニ仏・米両国間ノ交渉ハ、今ヤ展開シテ一新時機ニ到達シタモノデアツテ、両国ノ交渉ヲシテ終局ノ成功ヲ収メシムルタメニハ、英・独・伊及ビ日本政府ト新ナル交渉ヲ開キ、四ケ国ガ米国ノ提案ニナル絶対的戦争廃棄条約ニ参加スル上ニ於テ、其現存国際的義務ガモシ障碍ヲ来スモノトセバ、如何ナル程度マデ障碍ヲ来スヤ、コレガ決定ヲ四ケ国ニ求ムル事ガ必要不可欠ト思惟スルモノデアル、コレ等ノ事情ノ下ニ米国政府ハ、コノ手続ニ関シ仏国政府ト完全ナル協定ニ達シタル結果、余（駐日米国大使）ニ対シコヽニ仏国外相ブリアン氏ノ、昨年六月ノ最初ノ提案正文、並ニソノ後ニ於テ仏国及ビ米国政府ノ間ニオイテ、不戦ヲ目的トスル多辺的条約締結ノ問題ニ関シ、交換セラレタル往復文書ノ写ヲ貴国政府ニ伝達シ、其考慮ヲ求ムルヤウ公式ニ訓令シタ、余ハ又本国政府ヨリ米国政府ガ、仏・英・独及ビ日本政府、並ニ同様ノ意嚮ヲ有スル他ノ政府ト共ニ調印スルノ用意ヲ有スル条約ノ形式ヲ、一般的ニ表示セル一ノ予備的条約草案ヲ同時ニ伝達シ、貴国政府ノ考慮ヲ求ムルヤウ訓令ヲ受ケタ、本条約草案中第一条並ニ第二条ノ条文ハ、ブリアン氏ガ米国政府ニ提議シタル条約草

案中ノ相当各条ノ条文ト、実際上同一デアルコトヲ附言スルモノデアル、米国政府ハ貴国政府ガ余ノ玆ニ伝達セル如キ条約ノ締結ニ対シ、好意アル考慮ヲ払ハルヽ意嚮アリヤ、又モシ然ラズトセバ本条約正文ニ如何ナル修正ヲ施セバ、受諾シ得ルモノトナルカヲ、出来得ル限リ迅速ニ通告セテルヽニ於テハ、極メテ欣幸トスルモノデアル。

各自国ノ元首トシテ人類ノ福祉ヲ増進スベキ、神聖ナル義務ヲ有スル事ヲ深ク銘記シ
タヾニ各自国民間ニ現存スル平和的友誼的関係ノ継続ヲ不朽ナラシムルノミナラズ、全世界各国間ニ戦争ヲ防止セントスル共通ノ希望ニ動カサレ
各国ハ国家政策遂行ノ手段トシテ、戦争ニ訴フルヲ非トシ、且国際紛議ハ平和的解決ニ依ルベキモノニシテ、戦争ハコレヲ廃棄スベキ事ヲ正式行為ニヨツテ確証セン事ヲ希ヒ
全世界各国ガ前記各国ノ例ニ倣ヒ此人道的努力ニ参加シ、本条約ガ其効力ヲ発生スルト同時ニ、之ニ参加シテ各自国民ヲシテ本条約ノ規定ニヨル利益ヲ享受セシメ、モツテ全世界ノ文明国ヲシテ、挙ツテソノ国家政策ノ遂行手段トシテノ戦争ヲ一致廃棄スルニ至ラン事ヲ望ミ

　　The President of the United States of America, the President of the French Republic, His Majesty the King of Great Britain, Ireland and the British Dominions beyond the Seas, Emperor of India, the President of the German Empire, His Majesty the King of Italy, His Majesty the Emperor of Japan,
　　Deeply sensible that their high office imposes upon them a solemn duty to promote the welfare of mankind;
　　Inspired by a common desire not only to perpetuate the peaceful and friendly relations now happily subsisting between their peoples but also to prevent war among any of the nations of the world;
　　Desirous by formal act to bear unmistakable witness that they condemn war as an instrument of national policy and renounce it in favor of the pacific settlement of international disputes;
　　Hopeful that, encouraged by their example, all the other nations of the world will join in this humane endeavor and by adhering to the present treaty as soon as it comes into force, bring their peoples within the scope of its beneficient provisions, thus uniting the civilized nations of the world in a common renunciation of war as an instrument of their national policy;
　　Have decided to conclude a treaty and for that purpose have appointed as their respective Plenipotentiaries:

　　Who, having communicated to one another their full powers, found in good and due form, have agreed upon the following articles:
　　　　　　　　　　　Article I.
　　The High Contracting Parties solemnly declare in the name of their respective peoples that they condemn recourse to war for the solution of international controversies and renounce it as an instrument of national policy in their relations with one another.
　　　　　　　　　　　Article II.
　　The High Contracting Parties agree that the settlement or solution of all disputes or conblicts of whatever nature or of whatever origin they may be, which may arise among them, shall never be sought except by pacific means.
　　　　　　　　　　　Article III.
　　The present treaty shall be ratified by the High Contracting Parties named in the preamble in accordance with their respecitve constitutional requirements and shall take effect as between them as soon as all their several instruments of ratification shall have been deposited at―This treaty shall, when it has come into effect as prescribed in the preceding paragraph, remain open as long as may be necessary for adherence by all the other powers of the world. Every instrument evidencing the adherence of a power shall be deposited at―and the treaty shall immediately upon such deposit become effective as between the power thus adhering and the other powers parties hereto.
　　It shall be the duty of the Government of―to furnish each Government named in the preamble and every Government subsequently adhering to this treaty with a certified copy of the treaty and of every instrument of ratification or adherence. It shall also be the duty of the Government of―telegraphically to notify such Governments immediately upon the deposit with it of each instrument of ratification or adherence.
　　In faith whereof the representatve Plenipotentiaries have signed this treaty in the French and English languages, both texts having equal force, and hereunto affix their seals.
　　Done at―the―day of―in this year et cetera.
