  Your Portland friends were very much horrified to learn this morning of the most terrible disaster that has befallen Tokio and vicinity.
  I wish to express my sincere sympathy to you and to your Tokio friends and the Japanese people. I hope that the disaster may not be as bad as reported.
  I am sure that the American people will do all in their power to relieve the suffering and want of the Japanese people.
  Trusting that this letter will find you and your good wife in the best of health, I beg to remain,

My dear Friend :
  The cablegram forwarded by you through the Foreign Office received.
  I have thought of you many times since the terrible catastrophe befell Tokyo and Yokohama, and wondered regarding your heath and whether you lost your residence or not.Therefore, I was much pleased with the contents of your cablegram conveying the news that you escaped unharmed and were busily engaged in rescue work. Japan is fortunate in having such a noble old citizen as yourself, and I hope you may live to see your city restored in better shape than it was before the earthquake.
  I believe the Japanese people on account of their frugality and industries will soon be able to restore their country to normal credit and condition.
  Our lumber manufacturers in the Northwest have for years enjoyed a very satisfactory and pleasant trade with Japan. Therefore, the Douglas Fir Exploitation & Export Company, consisting of about one hundred lumber manufacturers, have set aside a fund of $100,000.00 to be used in assisting the Japanese to restore their devastated regions, $50,000.00 of this amount is being used to purchase lumber to be forwarded to Japan and

 used as the Emergency Committee or the Japanese Government sees fit. This amount is to be independent of what has been subscribed by the Northwest cities. Portland contributed in the neighborhood of $200,000.00.
  At the last meeting of the Douglas Fir Exploitation & Export Company, they decided to ask your humble servant (O.M. Clark) to head a committee to proceed to Japan and offer whatever assistance and advice their experience would afford along the line of building and construction work. We expect to leave San Francisco November 5th, offering our services without any remuneration whatever, and I hope said services will be received in a friendly and cordial manner.
  I am accepting this appointment at a sacrifice to myself and family, but on account of my acquaintance with the Japanese and having so many warm friends among them, including your honorable self I was loathe to refuse.
  I have enclosed newspaper clippings which will give you some explanation.
  Hoping that you continue to enioy good health and that I may see you in the near future.

今回東京及横浜に起れる可恐大震災に際しては、閣下の御安否及御住居に就て常に憂慮罷在候、右様の次第に付閣下が全く災厄を免れられ救済事業の為に御多忙中との由を承りて大いに安堵仕候、閣下の如き崇高なる老市民を有する日本は幸福にして、閣下には益々御長寿被遊災害前にも優れる新興の都市を御覧相成様祈居候
小生は日本国民は勤険を以て旧事の信用と情態とを速に恢復すべきを信するものに候
米国北西部の製材業者は多年日本と満足なる取引を営み居候、依て製材業者約百名によりて組織せらるゝドグラス樅材伐採輸出会社に於ては、日本災害地救済の為に金拾万弗を支出する事と相成り、内五万弗を以て材木を購入し、日本政府又は災害委員に交附する事と相成候

         to Confer with Officials.
         ――――――――――
  A commission to make a detailed study of the reconstruction situation in Japan, to confer with and advise officials there concerning the use of lumber and the rebuilding of the stricken area, will be sent in the near future by the Douglas Fir Exploitation & Export Company.
  O.M. Clark of the Clark & Wilson Lumber Company of Portland will head the group as the official representative of the export concern, which is an association of more than 100 important lumber manufacturers on the Pacific coast. Announcement of the appointment of Mr. Clark was made yesterday by Ralph H. Burnside, Vice-President of the company and President of the Willapa Lumber Company.
  The group which will make the study will be formed under the direction of Mr. Clark. Its chief purpose will be to aid in the rebuilding of the districts in and about Tokio and Yokohama razed by the recent earthquake. The cost of the expedition will be approximately $50,000 and will be in addition to the contribution for relief work of $50,000 made by the Douglas Fir Explotation & Export Company to the Japanese government and the individual contributions of its membership to the funds

 being raised for American Red Cross work in Japan.
         Experienced Men to Assist
  "Mr. Clark will take with him a staff consisting of a secretary and one or more architect-engineers, who are especially experienced in city building practices in the United States," explained Mr. Burnside. "This staff has been chosen but Mr. Clark is not yet ready to announce the names.
  "It is hoped that Mr. Clark and his staff may be of assistance to Japan in this crisis, particularly in demonstrating to them how they may use to their advantage lumber in sizes and grades which they have not previously been buying. Their practice has been to buy principally large timbers for remanufacturing there. Only a limited amount of such timbers can be obtained here.
  "By using standard building sizes of lumber there would be more available for their needs, which could be obtained at a more favorable price than the large 'Jap squares' which they have been buying.
         Mr. Clark Well known
  "Mr. Clark is one of the most successful and best-known lumbermen of the Pacific coast. He has had many years of experience in lumber manufacturing and in building. He is thoroughly posted both on the details and the broader aspects of the business. He has held many positions of honor, both in the lumber industry and the community at large. He is a Director and Vice-President of the Pacific Coast lnspection Bureau, was for years a Director in the West coast Lumbermen's Association and served as President and Director of the Portland Chamber of Commerce. At present he is a Director in the United States Chamber of Commerce. He also served as a commissioner from Oregon to the Panama exposition at San Francisco.
  "Mr. Clark has traveled abroad frequently and some years ago went to Japan as a representative of this community with representatives from other cities of the coast. He has an extensive acquaintance with representative people throughout Japan."
  Plans for the sending of the commission to Japan were begun here when Edgar P. Allen, Director of Public Relations of the National Lumber Manufacturers' Association, visited the city and conferred with local men on the question of meeting the crisis in Japan.
         Commission Sails Soon
  The work of the commission which Mr. Clark will head is

 to be conducted with the approval of the United States government, and its immediate task will be to overcome difficulties in obtaining supplies for buiding purposes in the devastated area. In all probability the commission will be able to sail within 30 days and its work in the Orient will require from three to four months, it is said.

    クラーク氏の略歴(送附越の新聞切抜鈔訳)
クラーク氏は太平洋沿岸に於ける最成功せる有名なる材木業者なり、氏は製材及建築に関し多年の経験を有し、該事業に就き該博の知識を有す、氏は木材業のみならず広く公共事業にも名誉ある地位を占め、今日太平洋沿岸検査局の理事及同副局長の地位に在り、又多年西海岸木材業者会の理事及ポートランド商業会議所会頭の職に在りき、今日氏は米国商業会議所理事たり、巴奈馬博覧会の際にはオレゴン州の代表者として出席せり、氏は屡海外に遊び数年前西海岸の訪日実業団の団員として日本を訪問せり、日本には多数の知人を有す、今回の計画は全国木材業者会の理事エツヂヤー・ビー・オーレン氏が桑港を訪問し、日本救済問題に就て協議せる際に端を発せり。
又該計画は米国政府の承認を得たるものにして、日本の震災罹災区域再興に要する建築材料を供給するを以て目的とし、日本滞在期間は三四ケ月といへり。

  All arrangements have been made for a small party to be sent to Japan by the Douglas Fir Exploitation & Export Company. We expect to sail from San Francisco on November 10th, via the S. S. "TAIYO MARU."
  The party will include Colonel Everett G. Griggs, Mr. Chester J. Hogue and myself.
  Colonel Griggs is the President of the Douglas Fir Exploitation & Export Company, and as explained to you in my previous letter, this trip was suggested by the Douglas Fir Exploitation & Export Company, which comprises more than one hundred lumber manufacturers of the Northwest. The $50,000.00 worth of lumber about which I spoke, has not yet been loaded, but either the lumber or the cash will be forwarded to Japan in the near future.
  You will find Colonel Griggs to be a very bright, capable and amiable gentleman, and I am very pleased that he is willing to accompany me on this trip. our object is to assist in giving any advice that your people may wish in reagrd to the purchase of lumber and the uses of same.
  Mr. Hogue will be able to operate a lantern and we will have with us several hundred slides showing the timbers in our country and the different modes of buildings.
  Upon our arrival in Japan we will likely need a secretary who will be able to interpret, and I would be pleased to have

 you name one; also I am going to sak if you would be so kind as to have some of your friends see about accommodations for us at the Imperial Hotel. We expect to be in Tokyo a month or more.

グリツグス大佐は賢明有能の士にして、今回の旅行に同行せらるるを喜とするものに候、私共の旅行の目的は木材買付及其使用法につき、貴国民の希望に応じ能ふ限り御援助申上げんとするに有之候
ホーグ氏は幻灯を取扱候に付、我国の木材業及各種の建築方法の実況数百種を観覧に可供候

  It gives me a great deal of pleasure as President of the Douglas Fir Exploitation and Export Company to express to you my personal appreciation of the many courtesies extended

 to the Commission which has been appointed by this Company to investigate conditions in Japan relative to the use of our lumber. I have been wonderfully impressed with the importance of this work since I joined Mr. Clark, and have met the representative men of your Government.
  The calamity which has brought about the appointment of this Commission and the need of investigation on our part of your requirements will long be remembered as the most serious catastrophe of the age, but I predict that in its final effect it will bring about more friendly relationships between our two countries than anything that has occurred in the past. I believe that the establishment of commercial relations on a fair and equitable basis will accomplish almost as much as diplomacy, and sometimes I think it accomplishes more.
  We ceartainly appreciate the help you have given us in allowing the Commission the services of Mr. Obata. We feel somewhat lost in this foreign land ― or would feel so without someone that speaks the language. Already I feel that we have accomplished much through Mr. Obata's kind assistance.

私共一行が出張を命ぜられ、貴国の御要求に就て調査を行ふ必要あるに至りし原因たる今回の震災は、現代に於ける最も著しき悲惨事として永く記憶せらるべく候、乍併右は結局日米両国間に未だ嘗て見ざる親善関係を招来するに至るべきを小生は予言せんとするものに候、猶ほ両国の商業関係が外交関係と同様、平等の基礎の上に立つに至るべきを信するものに候
