My dear Viscount ;
　　Since the passage of the Immigration Bill I have found a disposition on the part of the Labor Unions here to modify the existing stringent laws enacted against the Japanese engaged in agricultural labor in this State.
　　On August 9th, Mr. W. T. Sesnon, Dr. H. H. Guy and myself had a conference with Mr. Paul Scharrenberg, Secretary of the California State Federation of Labor, and Senator Dan Murphy, and both the two last named gentlemen expressed themselves as desirous of amending the present legislative measure so that the Japanese could enter into cropping contracts. Mr. Scharrenberg promised to look into the political situation in this connection and I expect soon to have another meeting with him and Mr. Murphy. During the course of our

 luncheon, Mr. Scharrenberg explained that he had sent an invitation to Mr. Bunji Suzuki, the head of your Labor Union movement in Japan, to attend the annual Labor Convention at Santa Barbara on September 22nd. I enclose copy of letter written to Mr. Suzuki on June 25th by Mr. Scharrenberg in this connection. Mr. Scharrenberg asked me if I would cable you, requesting you to use your efforts to secure the attendance of Mr. Suzuki at the above convention. Accordingly I wired you on August 9th as follows:

I am cabling you today expressing my thanks for your action :
　　"Many thanks for your cablegram"
　　I believe with the change of attitude in the organizations of the Labor Unions, American Legion, State Grange and the Native Sons of the Golden West that considerable can be accomplished in the way of bettering the conditions of the Japanese now in this State.

拝啓、移民法の通過以来当地の労働同盟に於ては、過般加州の日本人労働者に対して制定せられたる厳酷なる法律を緩和せんとの意嚮あるを認め申候
八月九日ダブルユー・テイー・セスノン。エチ・エチ・ガイの両氏並に小生は、加州労働同盟幹事ポール・シヤーレンバーグ氏及加州上院議員ダン・マーフヰー氏と協議致候処、シヤーレンバーグ及マーフヰーの両氏は現行法を修正し、日本人が収獲契約を結び得る様にし度しとの希望を述べられ候、此点につきシヤーレンバーグ氏は政界の形勢を研究すべき事を約束せられ候が、猶小生は近々再び同氏及マーフヰー氏と会見を重ぬる筈に候、食事中シヤーレンバーグ氏は来る九月廿二日サンタ・バーバラに於て開催せらるべき労働会議の例会に、日本の友愛会々長鈴木文治氏を招待せんが為に、別紙写の通り六月廿五日附を以て出状せるに依り、小生よりも渋沢子爵に宛て鈴木氏の労働会議に出席せらるゝ様慫慂を乞ふ旨打電あり度しと請はれ候まゝ、八月九日附を以て左記の通り打電申上候

　　By direction of the Executive Council of the California State Federation of Labor the Japanese Federation of Labor is cordially invited to send a fraternal delegate to our Silver Jubilee, the Twenty-Fifth Annual Convention of the California State Federation of Labor, to meet at Santa Barbara,California,on September 22.
　　In passing the motion to invite a fraternal delegate from your Federation our Executive Council discussed the cordial relations that have existed in the past between organized labor in Japan and organized labor in America. We want it distinctly understood that the passage of the recent law excluding Japanese from America does not, so far as we are concerned, imply inferiority of your great race and certainly does not mean animosity or ill will toward the working people of Japan.

　　But I especially recall the Baron's cooperation in securing the permission of the Government for a visit to the United States of Mr. Bunji Suzuki to represent Japanese labor at the meeting that autumn of the American Federation of Labor. But for the Baron's influential support I am confident that my plan to bring Japanese and American labor leaders together would have failed. As it turned out, the Baron himself came to the United States that fall in order to promote better understanding between America and Japan. While he was in San Francisco that October a banquet was given by George Shima, "the Potato King," at which the Baron and Mr. Samuel Gompers were the two guests of honor. Consul-General Numano and Mr. Paul Scharrenburg, Secretary-Treasurer of the California State Federation of Labor, were other distinguished guests.
