My letter to you of even date has given some hint of the present situation, and Mr. Rowell is splendidly equipped to discuss every angle of this question with you and to convey back to us the results of your discussions.

　　Every effort we have made to secure official attention to the matter of a Joint High Commission has produced negative results. We find no hostility or any unfavorable attitude on the part of our officials, but there has never been given enthusiastic approval to the use of this device at the present time. The conversations held originally between the Japanese Ambassador and the State Department (participated in by Mr. Colby through former Ambassadors Morris and Shidehara) did not reach agreement, but at least brought the elements of the problems definitely to the attention of our own Government. We realize that the Japanese Government is not optimistic as to following this line, but we have hoped out here that the presence of Ambassador Hanihara in Washington, would suggest a favorable moment to further direct discussions which would help the situation.
　　We are all agreed here that the Washington Disarmament Conference has removed the irritation and the fire from the California situation and things are more favorable at the present time than for some years. Therefore, we feel that every speedy advantage should be taken to get rid of the California difficulty in order that larger questions may have the proper atmosphere for solution unembarrassed by a situation in California inevitable in character and which neither country desires. We would gladly see the Joint High Commission go forward if all parties are convinced that there would be a favorable termination.
　　It is only fair to say that many people in this country believe that the discussion before a Joint High Commission should follow a substantial informal agreement on the vital points rather than to be the organization for reaching a solution. We certainly should not run the danger of an impasse before such a formal Commission. The above suggestions merely

 reflect to you the tentative reactions which we get here, and it is fortunate for us that one of the ablest and best informed members of our Committee is just leaving for Japan. He understands this situation thoroughly, and our Committee has especially asked Mr. Chester H. Rowell to visit you as our special representative and discuss with you every angle of the situation. Mr. Rowell will be able to convey to you the spirit and content of our message much better than we could write and will be able to bring back to us your present ideas and counsel. We have made considerable progress in modifying the views and spirit of many conscientious agitators here on the Coast.

日米問題解決の一法として提唱せられたる聯合高等委員設置につき、我等は全力を尽して其実現の為に努めたれども、好結果を得ざりき。
米国政府は別に反対意見を有するにはあらざれども、進んで計画をなさんとは致さず。帝国大使埴原氏の来着に期待しつゝあり。今回当委員会委員ラウエルを米日関係委員会代表として派遣せるが、同人は当方の情況に通ずるものに付、当方の精神及協議の要旨を御聴取の上、御協議あらん事を乞ふ。

Vanderlip, of New York, in which she asks me to extend the sympathy of herself and Mr. Vanderlip to you and your family, and to the Japanese nation in this time of great sorrow. She states that any assistance they may be able to extend will be considered as a pleasure, and asks me to tell her the news of a number of other Japanese friends.

　　Personally, I shall be glad to convey any message you may have for Mr. and Mrs. Vanderlip. As a press correspondent I was in Manila when the great disaster occurred, coming to Tokyo with Major General Read, and am now at the Imperial Hotel keeping in touch with the activities of the relief work under General Frank R. McCoy.

　　I am leaving on Saturday for Manila, where I will remain for about two weeks, thence to the United States. I will have the pleasure of having Christmas dinner at Scarborough with my sister Narcissa, Mr. Vanderlip and the family, and my father.
　　It has been a great pleasure to have met you ; the work you have done towards establishing better relations between my country and Japan will live in history.
　　As a messenger carrying to Mr. and Mrs. Vanderlip your messages of good-will and friendship, I shall endeavor to be a faithful servant.
　　It will be my endeavor, as the representative of a news syndicate which reaches some 15 million readers, to tell the people of the United States and the world of the sterling worth of the Japanese people and the wonderful way in which they have met the emergency of a great disaster.
　　I shall return again to Japan ; although this has been my fourth visit to your country I feel that I never really knew your people before. It has taken this great disaster to bring us all together ― and I am sure that it will be for all time.

小生はヴアンダーリツプ夫妻に対し御好意を伝達すべき使者として忠実に任務を果し度と存居候
小生は千五百万人の読者を擁する新聞社シンヂケートの代表者として米国及世界に向ひ、今回の震災に際会し貴国民の発揮せる真価と美点とを報道可致所存に御座候
小生は再び日本を訪問する積りに御座候、今回に於ける小生の日本旅行は第四回目に候へ共、此度始めて日本を諒解したるが如き心地致候不思議にも今回の災害が、日米両国の親善を一層増進したる次第に候が、小生は斯る幸福なる関係の永久に存続せんことを希望して止まざる次第に候、終に臨み閣下及御一同様に謹んで敬意を奉表候　敬具

拝啓　益御清適御坐可被成奉賀候、然ハ去月二十四日銀行倶楽部に尊来之際ハ、大震災直後の事とて、緩々御接遇も致兼ね、甚た失礼仕候段、平ニ御寛恕被下度候、殊に其際之御談話ハ、混雑に取紛れ、今回御渡来之御目的に付不相伺、単ニ時事問題に付てのみ御談話致候ハ、遺憾之至ニ御坐候
小生等同志之懸案たる日米親善に関する一方法として、両国政府より任命すへき聯合高等委員設置之件に及ばざりしハ、頗る残懐とする所ニ有之、其後八月二十一日付桑港リンチ氏より之書翰を入手致、書中貴台之御使命に付申越されしを承知致、別而当日之御会話之不足を感するの情切なるもの有之候
右聯合会高等委員設置ニ関する小生等之主張ハ、或ハ執拗に過くるとの批評も可有之歟と存候へとも、将来加州問題を根本的に解決し、日米親善を永久ニ安固ならしむるは、是非とも此方法による外可無之と相信候に付てハ、貴台及御知友諸氏之御了解と御力を得度熱望致候

　　Permit the distractions of a hurried traveler to explain (thongh they do not excuse) the long delay in acknowledging your very great courtesy to me on the occasion of my visit to Tokyo, just a month ago. I had scarcely expected to be able to meet you and my other friends in Tokyo in a time of so great confusion, but I find that even an earthquake can not shatter the foundations of Japanese courtesy. I shall not fail to report to our colleagues of the Japanese Reletions Committee in San Francisco the luncheon and interesting conference we had at the Bankers' Club in the midst of the ruined city. And I am sure that among the compensations of the great disaster is an already better understanding between our two peoples.
