Dear Mr. Obata:
  Attached is the letter to Viscount Shibusawa, with a copy of the appeal presented this morning to the Emergency Relief Bureau, in Mr. H. Ikeda's office. Mr. Ikeda was attending a conference and I saw his private secretary, who is also the secretary of the Emergency Relief Bureau.
  I had a very satisfactory talk with this gentleman and he promised me to immediately present the whole matter to Mr. Ikeda in detail and to let me know what further information was desired. A member of my Hospital staff, Dr. Y. Ikeda, accompanied me to interpret so that there might be no misunderstanding.
  Will you please explain to Viscount Shibusawa the contents of my letter to him and the appeal to the Emergency Relief Bureau. I am very happy that Viscount Shibusawa is willing to help and feel encouraged in the belief that there is a good chance of our securing the desired assignment.
  This morning I had another talk with Colonel Burnett and he assures me he will gladly endorse the appeal for the Hospital if the officers of the Emergency Relief Bureau see fit to ask him his opinion in the matter.
  The appeal for the Yen 246,000 is for building, furnishing and equipping the fifteen barracks. The request for two hundred thousand yen is to take care of the salaries of the Japanese staff during the next two years. This makes a total of four hundred forty-six thousand yen asked for.
  If this appeal is granted it will place the Hospital in a

 very secure position, as I can secure further funds from friends in the United States, which will be necessary to tide over our work as proposed during the next two years, and the very fact that this gift has been awarded here in Japan will make it much easier for me to raise the next million dollars in the United States, for the new St. Luke's Hospital.

拝啓、当病院より臨時災害救護事務局に提出せんとする歎願書写○略ス玆許同封供貴覧候、我聖路加病院は多年診療救護の事業のみならず日米両国の親善の為にも聊か貢献する処有之候、弊病院は常に此主旨に基き、全力を挙げて、我目的の真実なる事及当地方のみならず、広く日本全国の為に熱心に尽力せんとする意嚮を実証仕候
当病院は、何等過失ありしにはあらざるも、九月一日の震火災の結果看護婦養成所・施薬所等悉烏有に帰し申候
当時に至る迄当病院は独立を維持する事を得、日本の方々に御迷惑を掛け又は経費の御援助を乞いし事全然御座なく候
然る処震火災の結果、弊病院は収入の道を失い、玆両三年間は経費に充当すべき金円を得る見込御座なく候
右様の事情に付、当病院に於て目下経営中なる医療救護の事業の為に臨時災害救護事務局に援助を仰き度き旨請願致事と相成候とも、右は決して無理からぬ事と存候
当病院にて日本人の医務員に支払ふ毎月の給料は約七千円に有之候、右の外米国人に支払ふ給料有之候が、此は紐育市より支給せらるゝものなるにより、当病院の予算には計上せられず候
右米国人給料の外に、当病院の施薬所並に慈善療所の為に支出する食費・薪炭費・点灯費及清潔費等毎月約五千円を要し候に付、弊病院が震災前の状況に復するまでには、毎月約一万二千円の経費を必要とするものに候
聖路加病院の新築成り、震災前の隆盛を輓回する迄には今後両三年の歳月を要すべく候、已に契約済みとなれる当バラツク病院建築の見積書○略ス玆許同封仕候、右見積書中にて御覧の通り新築バラツク病院は

十五棟とし当病院の所有地に設けらるゝ筈にて、其の完成迄に要する経費は約二十四万六千円に候、右は造作・暖房装置・施薬所・エツキス光線設備実験室及手術設備をも含むものに御座候、右に付別紙見積書に記載の通り臨時災害救護事務局に、金四十四万六千円の下附を乞ひ、内廿四万六千円はバラツク病院十五棟の建築、並に其設備費に充当し、其残金弐拾万円は銀行預金とし、病院本建築完成迄二ケ年間以上の給料、並に諸経費に充当せんとの計画を樹てたる次第に御座候、而て該弐拾万円を二ケ年間以上毎月の経費に割当つる時は、一ケ月当り金八千余円となり、日本人役員の給料に相当する金額と相成候、右の外当病院は米国より毎月五千円乃至八千円の支給を乞ひ、経常費に充当せざるべからず候、若し臨時災害救護事務局に於て前記四十四万六千円を下附被下候はゞ、当病院の完成を見るまで二ケ年以上の間、二百名乃至二百五十名の患者を収容する事を可得候
米国赤十字社日本救済資金寄附者の大多数は、米国監督教会の会員にして、多年此等の会員は聖路加病院を東京に於ける公認の米国病院と見做し居候、右様に付本病院の再興維持の目的を以て広く寄附せられたる資金を、如此用途に充つることは米全国に於る代表的の人々の衷心より賛成する処なりと確信仕候、我聖路加病院は東京市に於ける公認の米国病院たるの事情に鑑み、米国赤十字社寄附金の剰余金を上述の如き使途に当て候事は、全然賛成せらるべきものと存候、閣下を始め臨時災害救護事務局の方々が、此点につき御考慮被下候はゞ、小生の陳述の真意をも御諒解可被下事と存候、此点に関し尚一言申上候、若し当病院緊急の必要を度外視し、我聖路加病院の復旧の為に尽力する処なく、他に別の病院を建築する為に米国の資金を当つることゝ相成候はゞ、過去数年間聖路加病院の発展の為に多額の寄附を為せる、多数の米国一流の人々は甚しく愕くなるべしと存候、若し如此事と相成候はゞ其行動は判断を誤まれるものと見做され、米国に於ける多数の一流の人々より痛烈なる非難を蒙る事となるべしと存候
我聖路加病院は長年日本の公共事業の為に尽力致し、日米両国の後援者によりて日本に於ける米国の代表的病院として認められ居る事情に鑑み、此際我病院の為に御援助を賜り候様、謹んで御願申上度と存候

  Thank you for your letter of February first which only

 reached me yesterday afternoon. Please express to Viscount Shibusawa my appreciation and thanks for his prompt kindness in calling on Mr. Inouye, the Vice-Minister of Home Affairs, and advocating the assistance for St. Luke's which I hope so much we can secure.
  Last night I had dinner with Colonel Burnett and he spoke with much appreciation of his interview with Viscount Shibusawa and the sympathetic way in which the Viscount responded to the suggestion made by Colonel Burnett. I told the Colonel of your letter received this afternoon, and he agrees with me that it would be a very excellent thing for the Viscount to call upon Mr. Ikeda, if he has the time. I hesitate to ask this further favor knowing how many demands are made upon him, but the opportunity for the assistance of St. Luke's is so great, and his influence so extensive that I hope he can find the time to see Mr. Ikeda and express to him his approval.
  I understood in my talk with Colonel Burnett last night that the Vice-Minister, Mr. Inouye, was favorably disposed and I am very hopeful this appeal for St. Luke's is going to meet with success. I also understood that the Vice-Minister will inform Colonel Burnett before the Colonel's departure on Saturday, of the decision. Therefore the sooner Viscount Shibusawa can see Mr. Ikeda, the better it would be in my opinion.
  Please explain to Viscount Shibusawa my most sincere thanks for all he is doing and tell him honestly that without this assistance, I do not see how St. Luke's can carry on the big responsibilities which have been placed upon us and the important work we are trying to take care of. The monthly payment of all our salaries and our running expenses, and the funds for our really big building campaign now going on, cannot well be secured from the United States unless we receive the desired cooperation at this end and that financial assistance which Mr. Ikeda is in a position to assign with the large fund at his disposition. I know that Colonel Burnett will be very much pleased if St. Luke's can receive the help we so greatly need.

Dear Mr. Obata:
  In accord with my talk with you this morning, will you please make it entirely clear to Viscount Shibusawa that the money I am asking from the remaining million and a half dollars A. R. C. funds is to be applied entirely for our emergency barracks now being erected in Tsukiji.
  I point this out again that his attention may be given to the fact that the end of this month an appeal is to be launched in the United States, from headquarters in New York, for one million dollars (U. S. gold), as the major part of the fund necessary for building the new St. Luke's within a year or two.
  A few days ago I received a cable from New York which reads as follows:
 "Teusler, St. Luke's, Tokyo. Officers and experts insist your participation vital to success of reconstruction campaign. Have everything ready for cable calling you back. Franklin"
To this cable I sent an answer yesterday, as follows:
 "Practically imperative remain Tokyo. Equally imperative secure million dollars for Saint Luke's, but my place is here. Teusler"
  As I explained to you yesterday morning, it is almost impossible just at this time to decide whether it is wise to build St. Luke's in Tsukiji, or to try to find land in some other part of the City for the new hospital. Nevertheless, I would greatly appreciate Viscount Shibusawa giving this matter careful consideration, that I may have a talk with him within the next few weeks, at his convenience, to come to some tentative plan, which it will be necessary for me to present to friends in America in case I do have to go home in April or May, to assist in the campaign there for the million dollars.
  We have in Tsukiji approximately six thousand tsubo of land available for hospital use. It is possible I could add another five hundred or thousand tsubo to this by utilizing the land formerly occupied by the Cathedral and Bishop McKim's house before the fire. If Tsukiji is to be restored along the lines which prevailed previous to the earthquake fire, and the Bund along the Sumida River is not to be used for cargo and landing purposes, I still think Tsukiji is the best place to build the new hospital.
  If you or Viscount Shibusawa can let me know where and when I can find out what the plans are with regard to

 Tsukiji, it would be a decided help, and during the next few weeks I myself will make an effort to ascertain from the Government officials whether they are contemplating restoring the conditions in Tsukiji as heretofore.
  There is one other consideration. We have already spent between eightly and ninety thousand yen for foundations in Tsukiji, which I am informed have been uninjured by the earthquake, and also, we have practically completed plans for the Hospital for which we have expended quite a large sum of money, and which therefore represent so much of our capital invested. For all these reasons, Tsukiji commends itself to me as the logical place to rebuild, and with such a large hospital planned, could we not make representations to the proper City and Government officials that they protect this part of Tsukiji for the Hospital, and assist us in other ways in making this section clean and orderly to this end?
  There is no other large hospital in Kyobashi-ku. Also, across the River is the poor section of Fukagawa. With these surroundings, is it not possible we could interest the City and Government officials in the locating in this section of St. Luke's Hospital, with a cooperative public health, childrens' welfare service. I cannot at all pledge the Mission for its future actions, but, in addition to the approximately six thousand tsubo held for St. Luke's Hospital there is the plot of ground formerly occupied by St. Margaret's School and residence which, if occupied, would bring us to about eight thousand tsubo. If the City is seriously interested in building up a social serrice center and carrying on hospital service for charity maternity and children's cases, might not some arrangement be effected whereby a reasonable rental could be paid for the extra land required, if the six thousand tsubo now available without rent should prove insufficient for the expansion of the work.
  In other words, the fact that we can rent another two thousand or so tsubo in immediate contact with our present property, is an added reason why Tsukiji seems a desirable place to rebuild if we can ensure proper roads into Tsukiji, the necessary quiet for the Hospital, and protection from the use of the River along the Bund front of this property from cargo landing.
  I have written at length that you may consider these facts and present them to Viscount Shibusawa, against the time I hope to have my conference with him on this subject.
  One more thing. Between the piece of property for the new St. Luke's, and the piece formerly occupied by the old St. Luke's, my house, and St. Margaret's School, there were formerly

 two roads with an intervening canal, which canal is now being filled in. I do not know what the City plans doing with this filled-in space, but the area for the Hospital could be very much increased by absorbing the road on the west side, and using the space on the west side for the regular city road. This, too, could be brought to the attention of the City officials, if they wish to establish here in Tsukiji the present hospital work.

Dear Mr. Obata:
  I was interested to see in this morning's Advertiser the article regarding the proposed American Memorial Hospital. You will remember that I pointed out in my letter to Viscount Shibusawa that I felt confident one of the first things suggested would be the importation from America of a staff of American doctors and nurses. Of course I know at first this was not included in the plan, but before long this proposition will almost surely loom large in the general scheme, and I am confident that the Japanese profession here would not welcome such a development and that the introduction of a group of American doctors and nurses here in an American Memorial Hospital would cause a great deal more friction and misunderstanding than it would ever do good.
  It seems to me the article is well written and if Viscount Shibusawa learns from the leading Japanese physicians in this City that the proposition is not sound, I feel very hopeful that the Foreign Office will recognize the impractical side of this plan and a reconsideration will result. I am confident that the State Department in Washington does not in the slightest desire to inflict upon Tokyo a proposition for a Hospital which is both impractical and a possible source of friction. Therefore

 it seems to me our duty, as we know the situation here intimately, that we in a dignified and positive manner insist upon a thorough ventilation of this subject and a survey of the whole scheme that the money may be used to the best advantage to meet the existing emergency.
  I am strongly of the opinion that this six million yen should be applied to the restoration of some or all of those hospitals which were serving the public along philanthropical lines previous to the earthquake and which are now destroyed. I am sure that the authorities in Washington would welcome such a suggestion, as it is much more practical than this scheme for a new American Hospital, and all that is necessary would be that the Foreign Office, or the Home Department, or a group of prominent doctors here with men like Viscount Shibusawa and a few others in cooperation, courteously present the actual situation to the Japanese Government officials with the request that a survey be made of existing conditions and the money applied to those institutions which after careful selection are considered most deserving and most in need.

  Again I wish to express to you my thanks and appreciation for your always ready help and interest in the welfare of St. Luke's. As I explained to you a few days ago, I received a cablegram from the United States requesting me to return to New York City not later than April 25th, and I plan sailing on the Empress of Russia, from Yokohama, on April the twelfth.
  I judge from the letters received that the campaign for one million dollars for the new St. Luke's International Hospital is to be started early in May, and we hope that by the summer, the desired amount will be realized. Some of the most prominent men in New York, in business and professional circles, are to be

 included in the group interested in the welfare of the campagn, and I will explain to them how much our success here in Japan is due to your long connection with, and support of, the hospital plan, and your personal assistance in carrying it forward.
