拝啓、益御清適奉慶賀候、然者千八百七十九年貴国元大統領グラント将軍夫妻世界周遊の途次、日本に渡来せられ候際、上野公園に於ける市民歓迎大会ニ臨まれ、記念の為手植せられたるヒノキ及玉蘭の二樹は、克く多年の風雪を凌ぎて繁茂し、怡も両国国交の増進を表徴致候ものゝ如くに御座候処、漸く其由来を知る者を減じ候を遺憾と致、当時歓迎委員たりし関係も有之、同じく委員たりし男爵益田孝氏と相計

りて後人の為、聊其由来を記したる「グラント将軍植樹記念碑」を建設致、メモーリアル・デーを卜して除幕式を挙行致、代理大使ネヴイル氏を始め在京浜の代表的貴国人、及来遊者並に日本朝野の有力者の列席を得候次第に御座候、猶当日早朝横浜に入港のプレジデント・グラント号船長マイカル・ジェンスン氏が老生等の乞を容れ、特に上京して此式典に参列せられたるを附記し得るは、老生の最も欣快と致所に候

It is a matter for great appreciation on the part of myself and other Americans that you and your associates had the thought and took the action for bringing this about. I appreciate also your including me among those with whom you have communicated on this subject.
　　Your many friends here, including Mrs. Frear and myself, have taken keen satisfaction in the prospect of legislation by the United States Congress to right the wrong done in the Immigration Act of 1924. You youself have had no small part directly and indirectly towards effecting this result, which has been of such deep concern to you and to which you have given so much thought and effort. We are glad that notwithstanding your advanced age you have lived to see this fruit of your thought and effort.
　　Mrs. Frear and I remember with the warmest appreciation and gratitude your kindnesses to us during our visit in Japan last fall.

閣下及御盟友には此挙を思ひ立たれ、種々御劃策の上御完成相成候事は、小生及亜米利加人の感謝措く能はざる処に御座候、本問題に関して御通信被遊候御友人中に、小生をも御加へ被下候御厚誼是亦厚く奉感謝候
小生夫妻を始め当地に在る閣下の多数の御友人は、米国議会が一千九百二十四年の移民法に依つて為したる不正を、矯正せんとする傾向を示せるに対し大いに満足を感じ申候、此結果を招来するために閣下は直接並に間接に大に御尽力被遊、此間に於ける御苦心と御努力とは実に甚大なるものと拝察罷在候、御高齢にも不拘御配慮と御努力との好果を納められ候様相成候は、御同慶の至に御座候

　　I gratefully acknowledge your letter of June 19th, in which you described the ceremony consequent to the dedication of a tablet properly marking the trees that were planted by the former President and Mrs. Grant, during their world tour. I saw these trees during my visit in Tokyo.
　　I am sure that with the spot clerly and appropriately marked, this monument to goodwill, erected by one of our Presidents in cooperation with distinguished citizens of your country, will always be a shrine for Americans to visit, and there be reminded of the service they are in duty bound to render toward promoting goodwill among all peoples of the Pacific
area.

My dear Viscount:
　　I want to thank you for your kind letter of June 19th advising me of the ceremony at the unveiling of the tablet in honor of the trees which were planted by General and Mrs. U. S. Grant during their visit to Japan in 1879. From your description of this event and the literature and set of picture cards which were sent forward, this must have been a very pleasant occasion. I view this as another evidence of your unfailing efforts to promote friendly relations between our two great countries.
　　I had the pleasure of several very nice chats with Honorable William R. Castle, Jr., who was the recent Ambassador of the United States to the Japanese Empire. Mr. Castle and I grew up together here in Hawaii and have been life-long friends. It was a pleasure to have these visits with him during his recent stay in Hawaii on his return from Japan.
　　He spoke in the highest terms of the outstanding leaders in your country whom he had the pleasure of meeting and of the many courtesies extended to him during his stay in Japan.
He spoke particularly of your very gracious hospitality and what a pleasure it had been to him and his wife to meet you personally.
　　I continue to receive interesting reports from Mr. Alexander in regard to the progress that is being made in connection with the amendment to our immigration law. Mr. Alexander and his friends are very much in hopes that within the next year or two the Congress of the United States may enact the change in our law which would place Japan on a quota basis. It may take some time to bring this about, but more and more people are coming to feel the justice of this and are working in behalf of the measure. I sincerely trust that you may live to see this change in our law which we all so much desire.

Institute of Pacific Relations today and sailed for the mainland to take up a new field of work in Geneva, Switzerland. We all regretted very much to have him retire from his leadership in the Institute for he has accomplished a great deal during the five years he has held this important position.
　　We are all in hopes that we can secure an outstanding man to become the General Secretary of this organization and that it will continue to be a help in promoting better understanding between the countries around the Pacific.

我移民法修正に関聯せる問題の進行に就きて、アレキサンダー氏より断えず興味ある報告を落手致居候、アレキサンダー氏及同志一同は米国議会が一両年中に日本を「コータ法」に拠らしむるやう、我移民法の改訂を決議せん事を大いに期待致居候、右決議の成立には多少の時日を要すべく候得共、多数の人々は此事の正当なるを知るに至り、本問題のために尽力致居る次第に御座候、移民法に関し私共一同の非常に翹望する改正を見るは遠からざるべく、子爵の御在世中是非現実致させ度念願罷在候、マール・デヴイス氏は本日大平洋問題調査会総主事の職を辞し、瑞西ゼネヴアに於て活動致す事と相成候ため米大陸に帰還被致候、小生等一同は氏が調査会の要職を去られしを非常に愛惜仕候、氏は過ぐる五ケ年間此地位にありて多大の効績を挙げられ候

　　My greetings and heartiest regards!
　　It was a great pleasure to receive your kind letter, with which you enclosed photographs of the Memorial which you and Baron Masuda had erected in memory of the visit to Japan of General and Mrs. Grant. This was a most admirable thing to do, and it was in every way characteristic of the high international spirit of good will which you and Baron Masuda have always manifested.
　　I have many vivid recollections of all that you have done, my dear Viscount Shibusawa, in behalf of good relations between your country and mine in all the years I have had the privilege of knowing you. When you have come to this country I have had the privilege of meeting you, and I recall, in particular, the dinner you gave at the Plaza Hotel some years ago, attended by leaders of American public opinion and by many of your Japanese compatriots. I recall, too, your mission to this country at the time of the Washington Disarmament Conference. A night or two ago, after dinner, I was talking all these matters over with your brilliant young friend, Mr. Yusuke Tsurumi, He is a guest for several days at my house down on Long Island, and we have been talking at great length about relations between Japan and America. You may be sure that in all these talks your name bears a large part, and we constantly refer to your great contributions to good will between the two countries. I had the pleasure of reading your letter the other evening, and Mrs. Houston and Mr. Tsurumi shared my great satisfaction in reading and seeing what you and Baron Masuda had done.
　　Let me thank you, my dear Viscount Shibusawa, for your courtesy to my friends, Mr. and Mrs. Lockwood, who recently made a trip to Japan to gather material for some magazine articles.
　　The trip to Japan is one that I have often hoped to make.

 Indeed, it has been planned several times and then something has arisen to delay our going. I remember one day when Mrs. Houston and I were having luncheon with Viscount and Viscountess Ishii at the Embassy in Paris the Viscount asked if we were not long overdue in Japan. I instantly said that that was quite the case and that we were always hoping and planning that we might make the trip and see our many friends among the Japanese.
　　At this very moment I am planning again――even to the degree of almost making definite arrangements――to visit Japan the coming spring. You may be sure, my dear Viscount Shibusawa, that if that long-deferred hope is realized one of the first things I shall do on reaching Japan will be to come and pay my best respects to you.
　　In the meantime and always please be sure that my sincere wish is for the long continuance of your life, to the end that the great influence you have always exerted may go forward in the maintenance of good will and peace throughout the world.
　　Mrs. Houston and Mr. Tsurumi wish to joim me in these expressions of high regard.

My dear Viscount:
　　After getting your letter of the 19th of June, I arranged with the Seattle　Times to reproduce the pictures of your memorial in their rotogravure Sunday edition, and as these editions are prepared long in advance of publication, it did not appear until August 3rd edition, a copy of which, together with their reproductions I am sending you in a separate enclosure.
　　The Times was very glad to get this and acknowledged it with a very appreciative letter, a copy of which is enclosed.
　　The general feeling in this country toward your country's people is very much changed during the last year or two and I feel that now we are on the high road to correcting all our past

 mistakes, as is indicated by an editorial which I clipped from this morning's Post Intelligencer.
　　Mrs. Lowman received some time ago your 1930 production from the sweet pea seed, and I think also they are a great improvement over the 1929 crop, the none of us are quite equal to what California produces.

拝啓、益御清適奉賀候、然ば六月十九日付御書面入手後、小生は沙市タイムス社と協議の上、御送附被下候グラント記念碑の写真を同社の日曜写真画報に掲載するやう取計ひ申候、然るに同画報類は発行日の数日前に準備せらるゝに付、右写真は八月三日版に漸く掲載相成候、同誌の切抜を写真の複製と共に別封にて御送附申上候
タイムス社は右写真を得て大いに喜び、甚だ鄭重なる感謝状を送り来り候、右写し玆に同封仕候
貴国人に対する当米国内の一般感情は、玆一両年間に著しく変化仕り米国は今や過去の誤謬を総べて矯正すべき途上にありと小生は感じ居候、斯る傾向は玆に同封仕候今朝の「ポスト・インテリゼンサー」の論説によりても明に御座候
先般荊妻事、閣下の一千九百三十年産「スウヰート・ピー」落手仕候小生も亦一千九百二十九年作よりは大いなる進歩と御見受申候、併し当地のものは到底加州産に匹敵難致候
末筆ながら閣下並令夫人の御健勝を祝上げ候

拝復、益御清適奉賀候、然ばグラント将軍記念碑引伸写真二種、画報及新聞切抜御同封の八月十五日付尊書順着、難有拝誦仕候、日米親善増進に資せんが為めグラント将軍植樹記念碑の次第を、有力なる貴地新聞に御掲載被下候御厚志並に御配慮、真に拝謝の至に御座候
御来示及御送付被下候「ポスト・インテリジエンサー」紙論説によれば、貴国人の我が国民に対する感触も漸次緩和し、一千九百廿四年の移民法改正の機も熟しつゝ有之候様推察致、欣快此事に御座候、一日も早く改正実現の日到らんことを切望罷在候
先般第二回目に御送付申上候「スウヰート・ピー」に付き、御推賞の御言葉を賜はり恐縮に存候、令夫人へも宜しく御鳳声被下度候、尚御序の節アール・ジエー・ハリソン氏へ小生の謝意御伝へ被下候はゞ幸巷の至に存候
右は疾に御返事申上ぐべき筈の処、微恙の為め遷延今日に及び候段、何卒不悪御諒恕被下度候、尚ほ昨今は平常に復し候間御省念被下度候
