Dear Sir :
　　The cooperation and courtesies you were pleased to accord me during my recent visit in charge of the industrial mission prompt me to believe that you may read with interest an account of my activities in China since my return in April. They were calculated to benefit, directly or indirectly, insofar as circumstances allow, the business community as well as the general public in the matter of industrial and commercial development, and to discharge my duties vis-à-vis the government.
　　In presenting the following account, I also have in view the opportunity of welcoming your counsel and criticism.
　　My work may, for the sake of convenience in exposition, be divided into three main parts :
　(1) Addressing various organizations and public gatherings;
　(2) Reporting to the government;
　(3) Presenting my views embodied in a series of resolutions to the National Industrial Conference.
　　The activities involved in making public addresses are carried on from time to time; the report to the government, now almost ready, will be presented to the President of the Republic of China when I leave for Peking in a week or two and the National Industrial Conference is scheduled to be held in Peking in September.
　　　　ADDRESSING VARIOUS ORGANIZATIONS
　　　　　　　PUBLIC GATHERINGS, ETC.
　　Among organizations already addressed are : The Shanghai General Chamber of Commerce; Shanghai Bankers Association; The Educational Association of the Kiangsu Province; The

 Chinese Textile Industry Federation of Shanghai; The Chinese Students World Alliance; Shanghai Young Men's Christian Association; The Nantung Club of Shanghai; Members of the Provincial Assembly of Kiangsu; The Nanking General Chamber of Commerce; Nanking Bankers Association; Bureaus of Political Affairs, Finance, Industry, Education etc. of the Kiangsu Province, and other provincial administrative bodies; and various commercial, educational and administrative organizations and the leading industrial concerns of Nantungchow.
　　In these speeches, besides making a comprehensive summary of the general economic conditions in the various countries visited, and acknowledging the profuse courtesies received on all sides, I directed attention to the following points which I consider to be essential to the development of industry and to the promotion of foreign trade. These are :
　　I. The settlement of over-due foreign debts and interest, so as to rehabilitate national credit in the international market;
　　II. The extension of railways and highways and the improvement of canals and harbors, so as to make raw material avilable for domestic consumption and export, by lowering the cost and increasing the ease of transportation;
　　III. The provision of special facilities for the assistance of agriculture and the cultivation of waste land, through the execution of drainage and irrigation works, seed improvement, colonization of the Northwest, and the establishment of agricultural credit institutions;
　　IV. The promotion of foreign trade through wider dissemination of information, participation in the International Chamber of Commerce; appointment of special agents of the Chambers of Commerce to be stateioned in Europe, America, Japan and the Asiatic equatorial archipelago; and the organization of the Chinese merchants abroad.
　　V. The elaboration of labor laws and ordinances, and the effective administration thereof, keeping in touch with the world movement through the Internation al Labor Office in Geneva.
　　In addition to the measures of cardinal importance outlined above, I presented further certain others which should be put into effect as soon as practicable :
　(1) Organization of National and Provincial Statistical Bureaus;

　(2) Introduction of a course in general business principles and National Policy in all schools from middle school up, also the popularization of business education through the press, the professional organizations, etc.;
　(3) Centralization of coinage so as to bring about uniformity in form and contents, and to establish a decimal system of subsidiary coins;
　(4) Abolition of octrois and LIKIN, the compensation in revenue to be sought from the customs duties and the salt gabelle;
　(5) Standardization of weights and measures.
　　Without losing sight of the intimate dependence of any kind of economic development upon political peace, I naturally dwelt upon the necessity of attaining the object of government by law.
　　　　　　REPORTING TO THE GOVERNMENT
　　On account of the extremely limited time at my disposal during my world tour, I was not able to gather as much data on the industrial, financial, and technical problems of the several countries as might be possible on a more extended trip, but a report is being drawn up with the material at my command, containing the following divisions;
　(A) A general survey of the economic conditions of the countries visited, with special reference to their institutions of agricultural credit;
　(B) A report on coal mining and the metallic industries;
　(C) A survey of the world textile industries;
　(D) A technical discussion of conservancy problems;
　(E) A study of certain chemical industries;
　(F) A brief outline of world shipping;
　(G) A report on municipal government.
　　The consolidated report will be submitted to the President of the Republic of China to be used at his discretion.
　　　　PRESENTING VIEWS TO THE NATIONAL
　　　　　　　INDUSTRIAL CONFERENCE
　　At the instance of the Ministry of Agriculture and Industry, a nation-wide call to an Industrial Conference was issued, which will be attended by the representatives of the Provincial Bureaus of Industry, those of the local Chambers of Commerce, and of important local industries, for discussion and recommendation of measures to be taken in the interest of national industrial development.
　　At this coming conference, to be opened on September 1, in Peking, I plan to urge upon the delegates the consideration

 and adoption of a series of resolutions reflecting the results of my investigations abroad. Among others, I am drawing up a few having special bearing on foreign trade, the nature of which may be briefly indicated:
　(1) Selection and maintenance of competent representatives of the United Chamber of Commerce, with government assistance and co-operation, in Europe, America, Japan, and other important areas, (corresponding roughly to the trade commisioners of other countries) to form media for the exchange and dissemination of information on trade conditions;
　(2) Formation of a National Economic Association, in conformity with established requirements, to qualify and apply for membership in the International Chamber of Commerce.
　(3) Urgent recommendation to the appropriate governmental departments to consider means of promptly settling outstanding foreign obligations that are in an eminently unsatisfactory and uncertain status;
　(4) Organization of the Chinese merchants residing or trading abroad, with a view to effectively utilizing their resources and exchanging useful information for mutual benefit;
　(5) Consideration of steps to be taken whith the object of ultimately stabilizing the exchange value of the currency unit, that will largely eliminate the uncertainty and trouble quite peculiar to Chinese foreign trade;
　(6) Formation of exporters' associations, where conditions permit such formation, in the various export industries, for the standardization of grades, maintenance of quality, and improvement of productive methods.
　　While it is difficult to tell how far my efforts will succeed in advancing the cause of industrial and commercial development of my country, the meagreness of success will, perhaps, show me the directions where I should redouble my efforts in the future. My appointment to the post of Minister to Chile, which will necessitate my departure for that country after the National Industrial Conference, will in no way cause any deviation in my resolve to serve my country along the channel I have hitherto followed.

拝啓、先般実業に関する使命を帯び貴国訪問の際は、種々御親切なる御援助を賜り難有奉深謝候、小生は本年四月帰朝致し爾来従事致候事業の概況を左に申上候に付ては、定而御興味を以て御一読可被下事と存じ候、小生は事情の許す範囲に於て、商工業の発展に尽力し、実業界並に一般公衆に直接及間接の利益を与へ、以て我政府に対する義務を果さんが為め努力致せし次第に御座候、左に概況を申上候に就ては閣下の御助言乃至御批判を賜る可き機会可有之と存候
便宜上小生の事業を左の三種に相分ち候
　（一）各種団体並に公衆の会合に於て演説する事
　（二）政府に報告する事
　（三）卑見を決議文の形式にて全国工業大会に提出する事
公開演説は時々実行致、政府に対する報告も今や殆ど完成せるにより一・二週間中に北京へ参り其節支那共和国大総統の手許へ提出可致候
尚全国工業大会は来る九月北京に於て開催せらるべき予定に御座候
　　　　各種団体及公衆会合に於る演説
已に演説を試みたる団体は左の通りに御座候
　上海総商会、上海銀行業者協会、江蘇省教育協会、在上海支那織物聯合会、支那学生世界同盟、上海基督教青年会、上海南通倶楽部、江蘇省議会員、南京総商会、南京銀行家協会、江蘇省に於る政治・財政・工業・教育の各局、及其他の統治団体、南通に於ける各種の商業・教育・統治団体及主なる工業団体、此等の演説によりて小生は歴訪せる各国の一般経済状態の概要を説明し、又各方面より余が受けたる歓待につきて略述せる外、左記の諸条項にも言及致候、此等の諸条項は我国の工業の発展及外国貿易の助長に資する為に必要欠くべからざるものと存候、即ち
　　（一）、支払期限の経過せる対外債務の決済を為し、以て国際市場に於る我国の信用を復活せしむる事
　　（二）、鉄道及道路の延長並に運河及港湾の改良を計り、価格の低廉と運輸の便とを利用して、国内消費並に輸出向原料品の活用を計る事
　　（三）、浚渫及灌漑の実施、種子の改良、北西部地方への移民並に農

業信用組合の設立等に拠りて、農業の助長及荒地の開拓の為に特別の便利を計る事
　　（四）、報道流布の範囲拡張、国際商業会議所への加入、欧洲・米国日本・南洋諸島へ駐在せしむべき商業会議所特派員の任命、在外支那商人の団体組織等によりて外国貿易の助長を計る事
　　（五）、労働法其他の法令の完成、並に其有効なる運用を計り、尚ほゼネヴア国際労働局を通じて世界的運動と接触を保つこと
以上概説せる根本的重要問題の外に、至急着手せらるべき左記の諸問題をも附加縷述致候
　　（一）全国及諸省に統計局を設置する事
　　（二）中等学校以上の学校に実業に関する原理及国家の政策に関する学課を採用せしむると共に、新聞紙其他の機関を通じて実業教育を拡充せしむる事
　　（三）貨幣制度の統一を件《（計）》り、貨幣の内容と外観とを一致せしめ、又補助貨幣の十進数制度を確立する事
　　（四）入市税及釐金税を廃止し、関税及塩税を以て国庫収入を補塡する事
　　（五）度量衡制度の確立
経済的発展は政治上の平和と密接の関係を有するものなるを思ひ、自然小生は法律の力によりて法治国の実を挙げしむる必要ある事を切言致したる次第に御座候
　　　　政府への報告
小生の世界漫遊は時日僅少なりし為、諸国に於る工業・財政其他の諸問題に関する資料を充分蒐集する事不可能に候しも、小生の手許に在る材料を以て左記諸項に関し、報告を作製致候
　イ、小生の歴訪せる諸国に於る経済状態、特に農業信用組合に関する一般的調査
　ロ、炭礦及金属工業に関する報告
　ハ、世界織物工業の調査
　ニ、河川港湾の保存問題に関する専門的論議
　ホ、或種の化学工業に関する研究
　ヘ、世界船舶業の概況
　ト、市制に関する報告
右報告は取纏めて支那共和国大総統に提出し、其自由裁量に一任する事と致候
　　　　全国工業大会に卑見開陳の事
　農工務総長の提言により、全国に発令して工業大会を開く事と相成り候、此大会の出席者は各省の工業局代表者、地方商業会議所員、重なる地方工業家等にして、支那の工業発展に資する方法を議論し且つその提議をも為さんとするものに候
　九月一日北京に於て開かるべき此大会に於ては、小生の海外に於る調査の結果に関する決議文を附議し、之が通過を出席の諸氏代表者に諮る計画に御座候、特に外国貿易に関し小生の計画せるものゝ大体の要旨を左に申述候

　（一）政府の援助及協力により、聯合商業会議所の充分資格ある代表者を選び、欧洲、米国、日本、其他の重要なる地域に駐在せしめ、（恰も他国の商務官に相当す）商況に関する報知の交換及伝播の事務を担当せしむる事
　（二）必要に応する為め全国経済協会を組織し、国際商業会議所会員たるの資格を作り、尚ほ之れに申込を為すこと
　（三）未支払にて而も極而不確実なる状態に在る対外債務を至急支払ふの方法に関し、政府の然るべき当局へ考慮方を取急ぎ進言する事
　（四）海外に在住し又は商業に従事せる支那商人の団体を組織し、彼等の有する財力を有利に活用せしめ、又相互の利益の為に有用なる報知の交換をも行はしむる事
　（五）支那の外国貿易に特有なる不確実と面倒とを大いに減少せんが為に、為替相場を確立せしむべき方法を考慮すること
　（六）輸出品の品等確立、品質維持及製産方法の改善の目的を以て各種輸出工業の為に、事情の許す土地には輸出業者協会を組織せしむること
我国商工業の発展の為に、小生の微力は如何程迄の貢献を為し得べきや不明なるも、若し不成功に終りたらんとも恐らく之れによりて将来に処すべき方法を発見し得る事と存候、小生は智利国駐在公使に任命せられ候に付、全国工業大会終了後赴任すべきも、之れか為に従来研鑽したりし方面の任務を放棄するが如き事は無之候
所期の目的を実現すりるに方り、不相変閣下の御助言と御声援とを賜度御願申上候　敬具

拝啓、益御清適奉賀候、然は曩に小生安東氏に托して尊大人へ一書拝呈仕候処、今回同氏之手を経て其御回答を落手致候間一応達貴聞置候偖玆に一事特に得貴意候義は、小生青年時代よりの親友にして各種之株式会社事業に協同戮力致候大倉男爵は、本年八十九歳之老齢を以て今回貴国訪問之為本月十二日東京出発之筈に候、而して同氏は予てより貴国との経済関係に注意し、現に本渓湖に於て大規模之製鉄業を経営せられ、今又蒙古地方に開墾事業を創起し、実地研鑽之目的を以て自身出張致候趣にて、告別之為頃日弊屋へ来訪せられ候間、小生は病卧中なから貴国之経済事情に付種々同氏と会談し、特に尊大人並に貴台之御噂即ち南通に於る張家之盛名を告け、且貴台とは先頃東京御来遊中小生再三拝晤致候事共詳細談話致候処、同氏に於て好機もあらは御面談相願度と申居られ候就ては、若し同氏北京滞留中、大倉男は本年六月末まては北京北池児街大倉洋行に滞在之由、貴台にも御出向之便宜有之候はゝ御面会被成度と希望し、即ち此一書を以て得貴意候次第に御座候、但し右御会談は仮令一時之御往訪に畢り候とも、将来に於て何か効果可有之歟と存候

　我社は本誌の創刊号に於て『南通王国張謇翁』と題して、先生の偉大なる事蹟と未了の抱負とを略記したるが、爾来あらゆる機会に於て先生畢生の念願たる導淮治水事業の実現を折り、現に先生の抱負を継

承したる水利局総裁袁良氏の治水計画をも、本誌に訳載して同事業に対する邦人の注意を喚起した。然るに先生は不幸にして其畢生の念願たる治水事業の実現を見ずして、八月二十四日南通に於て溘逝せられた。故に記者は先生の抱負を理解せるだけ、夫れだけ先生の訃音に対して痛惜の感を深ふするものであるが、記者にも勝りて一層痛惜の感に打たれたるは渋沢子爵であつた。
　其理由は曾て子爵の道徳と閲歴とに対して深き尊信の念を払はれたる先生は、屡々人を派して事業上の計画其他に対して、子爵の経験を基礎としたる助言を求めて、其の進行に資せらるゝと云ふが如き間柄であつて、先生と子爵とは全く未見の知己を以て相許したるものなれば、先生の訃音に接せられる子爵は、突如としてかゝる民国の有力者を失ひたる事は、独り張氏一家の不幸のみに非ずして、民国実業界の一大損失として之を痛嘆せられ、日華実業協会会長の名に於て懇篤なる弔電を発せられたるが、同協会の諸氏も時局多端なる今日に於て、先生の如き中流の柱砥を失ひたるを痛恨して居る。我社は玆に謹んで弔意を表し、併せて令嗣孝若氏の節哀珍摂を祈る次第である。
