My dear Viscount Shibusawa:
　　Two or three days ago I received a letter from Ambassador Matsudaira reporting a telegram just received from Tokyo.
　　It stated that a Japanese Committee on World Friendship has been formed in conference with quite a number of important groups in Tokyo and that you consented to serve as the chairman of the committee. We are deelpy gratified to get this news and I particularly appreciate your willingness to take so prominent a position in relation to this project, wnich some people regard as rather simple because it deals with dolls and with child life.
　　The more l hear, however, of the many communities in this country that have participated in this project, and have shared in the fare-well parties given to the dolls, the more convinced l am of the fine spirit of international understanding and goodwill which it has called forth.
　　I wish to report to you a question which was brought to me the other day by Mr. M. Takata, New York representative of the Osaka Mainichi Shimbun. He stated that his paper wished to undertake the promotion of doll messengers of goodwill from Japan to the United States and inquired if our committee here would undertake the responsibility of attending to the distribution to our schools.
　　I talked with him quite at length on two separate questions
with regard to the matter, the main points of which were as follows:

　　1. If this project were to be taken up by the Mainichi the probabilities are that the number of dolls secured in Japan might very greatly exceed the number which have gone from the United States to Japan and we would feel very sorry to think of the children in Japan expending such a large sum of money in this way.
　　2. The task of putting through such a project is very much more serious and costly than one would expect who has had no experience in the matter. We ourselves, here in New York, found the undertaking much more laborious and requiring much larger sums of money than we had anticipated when we undertook the project. Therefore,before undertaking this enterprise the responsible members in the Mainichi should be careful to think the whole thing through.
　　3. Instead of sending dolls to America, which would merely be an imitation of the dolls going to Japan, I wondered whether something else might not be equally effective and much less expensive. As I was trying to think this through two ideas were suggested:
　　(a) Invite the schools in Japan to send albums, not more than two from any one school, containing drawings and paintings made by the children themselves. The thought is that the superintendent might tell the children of the project and ask each child in the school to draw something representing the child life in Japan; something in the home; the Doll Festival or the Boys' Festival; something in nature,― a sunset or sunrise, a group of trees; a Buddhist temple or Shinto shrine, ― anything illustrating the life in Japan.
　　The teachers would then pick out 20 or 30 of the best ones for insertion in the album and the others, all except perhaps the poorest, might be sent along with the album. One album would be given here to one school. The added pictures might be distributed as rewards to the American children who would be invited to write little compositions on goodwill between America and Japan.
　　(b) The other suggestion was that a school in Japan might be invited to send a surprise package or friendship bag, into which the school children should insert some gift or picture or any inexpensive thing which the children of Japan might like to send for distribution to the children in America. Over here one package would be sent to one school.
　　4. With regard to the distribution in this country, it would be desirable that the school which sends the album or the doll should also add a sum of money sufficient to pay for the

 expenses of transportation and distribution. Just what this amount should be would have to be calculated with considerable care. It would depend, of course, in large　measure on the size and weight of the album or the package but in either case I would suppose the expenses would be much less than if dolls were to be sent from Japan for this purpose.
　　As I talk this suggestion over with a number of individuals the consensus of judgment seems to be in favor of the album.
　　Yesterday I called upon Mr. Jinushi of Morimura Brothers to say goodbye and also to express our deep appreciation of the services he has rendered which have contributed so much to the successful handling of the business end of the transportation of the dolls.
　　I took opportunity to ask him with regard to the proposal from the Mainichi. He at once said that if anything of this kind were to be done it should be done under the auspices of your committee and that all the papers should cooperate rather than that one paper alone should have the monopoly of the enterprise.
　　I presume you know that we have asked Mrs. Gilbert Bowles to form a small committee of American women in Tokyo to serve as the Japanese branch of our American Committee on World Friendship Among Children.

拝啓、益々御清栄之段奉大賀候、然ば松平大使に於て東京より電報を接受せられ候由にて、二・三日前御通知に接し候
同書により東京に於ける重なる団体は、聯合して世界親善日本委員会なるものを組織し、閣下が同会長たる事を御承諾相成たる由を承知致候、小生等は此報告を得て深く欣喜罷在候、且一部の人々は今回の企が人形及び児童生活に関するものなりとの理由により、寧しろ単純のものなりと見做し居候に拘らず、閣下が此の企図に関して著しき地位を占められ候は、小生の特に感謝致候処に候

今回の企に参加し人形の送別会にも携はりたる、我国に於ける多数の団体の義につきて聞く事多きに従ひ、小生は此企によりて誘起せられたる国際間の諒解、並に善意の精神の愈美しきことを確め候
先日、大阪毎日新聞紐育特派員高田某氏より申出候一の問題を報告申上候、同氏は同新聞に於て、日本より米国へ人形使節寄贈計画有之候由被申出、尚我委員会に於て責任を以つて各学校に対し、右の人形を配布するや否やにつき質問せられ候
小生は本件に関し二つの別個の問題を取り来りて、同氏と充分に討議致候、其主なる点は左の通に御座候
一、若し此の計画が毎日新聞社によりて行はるゝ時は、日本に於て蒐集し得べき人形の数は、米国より日本へ送りし数よりも多分遥に多数に上る可能性有之候も、日本児童が之れが為めに多額の金を支出するは気毒に堪えず
二、斯種の計画を遂行するに当りては、無経験の人々の想像するよりも遥に重大にして且つ費用を要す。紐育の吾々は此企に着手せし時に予想せるよりも、遥に煩はしく且多額の金の必要なることを後に至りて承知したり。故に此企を実行するに先ち、大阪毎日新聞社の責任ある人々は問題の全体に亘つて慎重に考慮するを要す。
三、日本より米国に人形を送る事は、先に米国より日本に送りし事の模倣に過ぎず、寧ろ之れと効力同しく而も費用少き他の思考無きやと思推す。小生が之れにつきて考慮を試みたる結果、次の二案を得たり。
　イ、日本の学校を勧説して、生徒の製作に係る図書を収めたるアルバムを一校二冊宛位の割合にて寄贈せしむ、小生の考にては監督教師は此の企の事を生徒に伝へ、生徒は日本の児童生活、家庭に於ける事物、雛の節句又は端午の節句、夕陽、又は曙光、森、寺院、又は神社その他日本に於ける生治を描写する事
教師は最も優秀なる作品二・三十枚を撰んで之れを画帳に入れ、残部は、最も貧弱なるものゝみを除きて右画帳と共に米国に送附する事、画帳は当地の一校に対し、一冊宛寄贈すべき事
此添附したる図画は米国児童に配布し、之れを受取りたるものをして日米親善に関する小文章を綴らしむる事
　ロ、第二案は日本の小学校をしてビツクリ箱、又は友情袋を米国に送らしむる事、此の箱又は袋には米国児童に配布せんとする贈物絵画、その他高価ならざるものを入れしめる事、此の包は米国に於て一個を一校に送る事とす
四、米国に於ける配布に就ては、前記画帳又は人形を送附する学校に於て、運賃及配布に要する費用をも添へられん事を望む、幾何の金額を必要とするやに就ては、充分なる注意を以て計算するを要す、勿論右は画帳又は包の大さ及斤量如何に依りて定まるものなるも、何れにしても人形を日本より米国へ送るよりも、遥に少額の費用にて事足るベしと思推す
右の案につきて多数の人々の意見を聞くに、何れも画帳を可とするに一致せり

昨日森村商会の地主氏を訪ね、別を告げ且つ人形の発送に当り、事務方面に充分の尽力を与へられ、好都合に取運ぶを得たるに対し感謝を表し候、小生は其節毎日新聞社よりの提議につきて、同氏の意見を伺ひ候、同氏は若し此種の企を行はんとせば、貴委員会の主催のもとに執行せられ、各新聞社が之れに協力し、唯に一新聞社のみか独占的に行はざる事とせざるべからず、と氏は直ちに答へられ候
小生等よりギルバート・ボールス夫人に請ひ、東京在留の米国婦人によりて小委員会を組織し、米国国際児童親善委員会日本支部として努力を得る事と致し候間、御含み迄に御報告申上候
今回の美しき企に対する御協力を深謝し、併せて閣下の御健康を奉祈候　敬具
