是ヨリ先、アメリカ合衆国サン・フランシスコ商業会議所副会頭ロバート・エヌ・リンチ及ビ元ハワイ州知事ウォレス・ファーリントンヨリ相前後シテ、太平洋沿岸実業家大会ヲ開催センガタメ、栄一ニ協力ヲ希望シ来ル。是日栄一、日本経済聯盟会並ニ日本貿易協会ニ書翰ヲ送リ、我国ノ取ルベキ態度ヲ諮問ス。昭和七年五月、右大会サン・フランシスコニ開カル。

My dear Viscount:
　　The International Committee of the San Francisco Chamber of Commerce is strongly of the conviction that the time has come when we must plan for expansion of future trade in the Pacific Area. We are constantly confronted with problems which need clearance and understanding. In order to meet these problems and take advantage of opportunities it is felt that there should be much closer contact and organized effort on the part of the business interests in the countries around the Pacific. We therefore propose that a conference be held to be attended only by business executives and representatives of chambers of commerce.
　　The San Francisco Chamber of Commerce will take the initiative in the calling of such a conference and will be glad to be host and make the necessary arrangements for a meeting in San Francisco. Ample time will be taken to work up this conference enabling delegates to secure fundamental information and accurate data so that full consideration be given to the ramifications of Pacific commerce and influences bearing upon it. This conference would not in any way duplicate such meetings as the Institute of Pacific Relations, but would supplement such activities and be confined to a conference between businessmen on business subjects.
　　We would like to have your views. We would also like to have any suggestions as to what sujbects of commerical importance should be placed upon the agenda. It is proposed to include in the conference Japan, China, Philippine Islands, Indo China, Siam, Federated Malay States, Dutch East Indies, Australia, New Zealand, South Sea Islands and the West Coast of South and Central America, the United States and Canada.
　　Your earnest consideration of this suggestion is desired and a report will be made to you from time to time of the various reactions and suggestions which we trust will crystallize in the most important commercial conference that has ever been held in the Pacific Area.

拝啓、益御清適奉賀候、然ば桑港商業会議所国際委員会は、太平洋上に於ける貿易の来るべき発展に対して立案すべき時期の到来せるを痛感致候、小生等は釈明と了解とを要する問題に断えず当面致候に付ては、此等諸問題を攻究し且つ機会を利用せんがために、太平洋沿岸諸国に於ける実業団が一層親密なる接触を保ち又組織的努力を為さゞるべからずと思考し、爰に各実業団の役員及各商業会議所代表者を以て組織する会議の開催を提議致す次第に御座候
桑港商業会議所は右大会召集の首唱者となり且又喜んで主催者となり桑港に開会のため必要なる諸般の準備を可致候、出席代員が太平洋に於ける商業の相互関係と其影響とに対して充分なる考慮を払ひ得るだけの、根本的の知識及び精確なる材料を蒐集する為め相当の時日を要すべく候、該会議は決して彼の太平洋問題調査会の如き諸会議と重複するものには無之、寧ろその活動を補足可致、且本会議は全然実業問題を扱ふ実業家の会議に局限せらるべく候
本件に関し閣下の御高見拝承仕度候、猶如何なる商業上の重要問題を会議事項に加ふべきやに付御意見御洩し被下候様願上候、該会議に参加すべき国々は日本・支那・「フイリツピン」・印度支那・暹羅・馬来聯邦・蘭領東印度・濠洲・新西蘭・南洋諸島・南部及中部亜米利加の西海岸、合衆国及加奈陀の予定に御座候

Your Excellency:
　　You have had such a sincere interest in the development of all things having to do with the promotion of better understanding among the peoples of the Pacific, that I am making bold to present you a new phase of activity along this line on which we will very greatly value your suggestions.
　　At the National Foreign Trade Conference held in Los Angeles last May, the large delegation of businessmen from

 Honolulu and the Territory of Hawaii extended an invitation for the National Foreign Trade Council to meet at Honolulu in the year 1932. We did not ask for 1931 because we felt that considerable time would be necessary to prepare for a proper conference at Honolulu.
　　The most effective argument that we presented in favor of Honolulu as a meeting place of this organization was that owing to the central geographical position that we hold, it will be possible for us to secure here the presence of leaders in export trade from various nations of the Pacific. The National Foreign Trade Conference is stressing the idea that National Foreign Trade contemplates imports as well as exports, and it is impossible for any country to continue to export without being a purchaser as well as a seller.
　　We of Hawaii presented the thought that the convenience of Honolulu to the various nations of the Pacific would make it possible for us to secure the presence in this city, at the time the conference was held, of representative leaders in commerce, industry and finance who could discuss first-handed the problems of commerce, and this discussion be to the mutual benefit of all those who are interested in trade.
　　The Council which determines the meeting place of the Conference each year will hold its meeting in the city of New York as the guest of Hon. James A. Farrell, next October. At that time we will make further representation on the desirability of Honolulu as a favorable meeting ground for a discussion of all those problems that have to do with foreign trade. Of course, the Conference dwells primarily upon the foreign trade of the United States. It is becoming increasingly noticeable, however, that there is a wider appreciation of the necessity for ascertaining the viewpoint of those whom we class as importers; in other words, the development of reciprocal trade all along the line.
　　I am addressing you at this time to ascertain your point of view on whether or not, in your opinion, we might reasonably expect a representative delegation of business leaders from Japan to attend the National Foreign Trade Council if it were held in Honolulu during the year 1932.
　　It should be understood that this organization is purely a business organization. It seeks no diplomatic standing. It is a group of businessmen who are studying the great problems of commerce. I was interested to notice the interest that was aroused when I suggested, at the meeting of the Council in Los Angeles, that, by meeting in Honolulu, the conference of

 delegates would probably have the advantage of a direct contact with the businessmen of the great nations about the Pacific area with which we do business.
　　I hesitate to make any demands upon your time which is so fully occupied with great work of broad importance. If the thought I have suggested appeals to you as having some value I will be most grateful for any comments that you may offer.
　　I trust that this letter will find you in your usual good health. You may be assured that your many friends in this part of the world are always thinking of you in terms of sincere appreciation and respect.

拝啓、益御清適奉賀候、然ば太平洋沿岸の諸国民間に一層の理解を増進する百般の発達に対し、閣下には深厚なる興味を有せらるゝに依り失礼をも顧みず同種の活動の新方面を御報道申上候に付ては、御高見御洩し被下候はゞ幸甚に御座候
去る五月羅府に開催せる全米外国貿易大会に於て、ホノルヽ及布哇領より出席せる多数の実業代表者は、同大会を来る一千九百三十二年ホノルヽ市に於て開会するやう勧誘仕候、而して一千九百三十一年開催の大会を勧誘せざる所以は、ホノルヽ市に於て正規の大会を開催するには準備のため相当の時日を要する故に御座候
本会議の開催地としてホノルヽ市を推す最も有力なる論拠は、ハワイが地理上中央に位し、太平洋沿岸の諸国民より特派せらるゝ輸出貿易界の有力者の出席を得易き点に有之候、全米外国貿易としては輸出と共に輸入をも考量すべきものに有之、且如何なる国と雖販売者たると共に購買者たることなくして輸出を継続すること不可能なりとの意見を全米外国貿易大会は強調致居候
ホノルヽ市は太平洋沿岸の諸国にとり便利なるが故に、大会開催の暁には直接見聞せる所により、商業問題を論究し得る商工業及財界有力者の出席を得べく、且此論究は貿易に利害関係を有する各人相互の利益となり得るものなりとの趣旨を布哇在住の我々より提案仕候
例年大会開催地を決定する評議員会の本年度の会合は、ゼームス・エー・フアーレル氏の招客として来る十月紐育市に開催の筈に有之候に付ては、其際更にホノルヽ市が外国貿易に関する総べての問題を論究するために好適地たることを力説可仕候、勿論大会は主として合衆国の外国貿易を細論するものに候得共、今日は所謂輸入業者の意見を徴

する必要あることが弘く且つ著しく理解せらるゝに至候、換言すれば相関的貿易の発達が全般に亘りて益著しく相成申候
一千九百三十二年全米外国貿易大会がホノルヽ市に開催せらるゝことと相成候はゞ、日本の有力なる実業家の代員派遣を当然期待し得べしと存候処、右に付閣下の御意見伺度玆に一書拝呈仕候次第に御座候
本会議は純粋なる実業関係に候、何等外交的立場を求むることなく、重大なる商業問題を研究しつゝある実業家の一団体なる事を御承知置被下度候、大会がホノルヽ市に開催せられ候はゞ、大会代員は我々と取引関係ある太平洋沿岸諸国の実業家と、直接に接触する利益あるべきことを、羅府大会に於て提唱仕候際喚起せられたる反響を見て、感興を覚えたる次第に御座候
